Abstract: The concept of value chain is to explore the competition strengths from every relevant segments of the enterprise. Under the severe competition in higher education market currently, the universities of technology must seek their competition strengths as enterprises and improve their development strategy. This case study aimed to explore the present performance evaluation system used in the subject school, and estimate if the system was developed according to the goals of the strategy. The methodology of the proposed framework used was to conjoin the SWOT matrix with the balanced scorecard (BSC), identifying the four critical successful perspectives. Then the next step is to analyze the key performance indicators for the subject school using the strategy map oriented. This study suggested subsuming the standard operation procedure into the administration procedure, it will be beneficial to achieve the goal and vision of the school development and improve school admi!
