Abstract: In welded connections, beam-end and panel zone (PZ) are the only sources to dissipate the seismic energy released during an earthquake. Energy dissipation at the PZ is accompanied by the inelastic shear deformation at PZ. In seismic codes, in order to reach to the maximum plastic rotation capacity of connection, the inelastic shear deformation is controlled by a balance condition with respect to the initiation of flexural yielding of beam flanges. Hence, connections are classified as weak, balance and strong panel zone connections. In the case of weak PZ, balance condition can be obtained by increasing the thickness of the column's PZ or using doubler plates. This study was aimed to obtain balance condition for connections with strong panel zones. Therefore, a circular hole was opened at the column web in the PZ region. A pre-tested post-Northridge connection which has a strong panel zone was modeled using finite element analysis. Then the effects of different diam!
eter holes on the behavior of this type of connection were investigated. Further, a function was proposed to determine the PZ shear yielding resistance in the presence of a circular hole in PZ. Analytical results showed that the column with a PZ hole ratio (hole diameter divided by PZ height) of 18% associated with a PZ hole of 50 mm radius and balance ratio of 0.81 appears to be the best configuration for increasing the PZ plastic rotation from 0.05% to 0.2%. This increase in plastic rotation capacity of PZ would only increase the total plastic rotation capacity of the connection by 10%. This indicates that a connection of this type also require modifications at the beam-end to increase both the total plastic rotation capacity and contribution of panel zone to the inelastic behavior of connection.

Abstract: - The objective of this study is to determine the dominance effects of environmental factors such as Illuminance, humidity and WBGT on the operators' productivity at Malaysian electronic industry. A case study was carried out at an electronic components assembly factory. The environmental factors examined were the Illuminance (lux), humidity and WBGT of the surrounding workstation area. Two sets of representative data including the illuminance, humidity and WBGT level and production rate were collected during the study. The production rate data were collected through observations and survey questionnaires while the illuminance level was measured using photometer model RS 180-7133, the humidity and WBGT level were measured by using Quest Temp apparatus and humidity . Taguchi Method was utilized to find the sequence of dominant factors that contributed to the productivity of operator at that specified production workstation. Abstract: Autonomic control of food extruders has attracted considerable in recent years. With limited understanding of the complex physio-chemical interactions during the food extrusion process, designing a control system for food extruder is not easy. The common approach is to determine the operating conditions and then to maintain these values as closely as possible using various control loops, if not manual control. This paper applies genetic algorithms to achieve the parameters of the twin-screw food extrusion process. The genetic algorithms are very suitable for searching discrete, noisy, multimodal and complex space. The sum of square error on magnitude and phase of the twin screw food extrusion process is minimize and receiving outstanding in shape the measured system extracted from the frequency response analysis of the food extrusion process. As recognized, exploitation of the optimization based on Genetic Algorithms gives advanced results.

Abstract: In this paper we state the properties of fault diagnosis through differential algebra and how it can be used in conjunction with the Bond graphs modeling to design fault tolerant controllers. This controller is applied to a DC motor because it is a well known system has a wide range of applications. The faults are estimated through a reduced order observer to reject their effect on the system. Abstract: This paper describes recent advances in sensor technology and wireless radio frequency (telemetry architecture) with the capability for measuring changes in weather and atmospheric conditions that permit modellers to analyse the climate change, its variability and effects on viticulture across the world's major wine producing regions. When combined with GPS (global positioning system) functionality enabling geo-referenced information to be gathered and analysed in real-time, new opportunities emerge for the development of wireless sensor networks (WSN) for decision making in precision agriculture (PA). The use of WSN technologies in precision viticulture (PV) to date is mostly confined to on-farm and narrow regions within a city or in the case of a larger region the data collection is limited to monitoring weather conditions alone. This paper reviews three application scenarios: a) within a vineyard b) regionally within the state of Washington in the USA and c) ci!
ties within the Asia Pacific Region. It then details the development of a system proposed for comparative analysis of viticulture management information from two countries, namely Chile and New Zealand that have the same latitude but are at different longitude points. The paper looks at a variety of remotely located real-time sensors (telemetry devices), associated hardware devices (server, workstation, architectures and topologies) and software suitable for data collection, logging, distribution and streaming. Data gathered by the sensors is relayed via a series of repeaters to a workstation, which logs the data and is connected directly to the Internet for transmission to a server acting as the final collection and data analysis point for a comparative information matching synthesis. The data collected is to be used for building models that could enhance our understanding about the effects of climate change on grapevine growth and wine quality within major wine regions !

Abstract: Generalized brain-state-in-a-box (GBSB) is one of the most known kind of Associative Memories. GBSB is based on a neural model, and needs an algorithm to perform the "training" operation that stores the patterns as equilibrium points of a system with a given state equation. Finding the optimum weight matrix to store a given set of patterns is the main objective of the training algorithm, and it can be seen as a classification problem. One of the most effective classification algorithms that we can find in literature is the Support Vector Machine (SVM). In this paper, we describe an algorithm that exploits capabilities of SVM to implement an efficient GBSB Associative Memory. Some properties of the networks designed in this way are evidenced, like a surprising generalized Hebb's law. The performance of the SVM approach is compared to existing methods with non-symmetric connections, by some design examples.

Abstract: In order to design a real time system for performing a retinal vessel segmentation, we present method that can be implemented with cellular neural networks (CNNs). CNN is kind of neural network that can be very efficiently implemented on an analog chip, and allow us to operate in real-time. The algorithm is based on linear, space-invariant 3x3 templates, and can be realized using real-life devices with minor changes. The proposed design is capable to perform vessel segmentation within short computation time. It was tested on a publicly available database of color images of the retina, using receiver operating characteristic (ROC) curves.

Abstract: Two methods for automatic transcription of polyphonic piano music are presented in this paper, both of them makes use of neural networks. The input to these methods consists in piano music recordings stored in WAV files, while the pitch of all the notes in the corresponding score forms the output. The aim of this work is to compare the accuracy achieved using a feed-forward neural network, such as the MLP (MultiLayer Perceptron), with that supplied by a recurrent neural network, such as the ENN (Elman Neural Network). Signal processing techniques based on the CQT (Constant-Q Transform) are used in order to create a time-frequency representation of the input signals. Since large scale tests were required, the whole process (synthesis of audio data generated starting from MIDI files, comparison of the results with the original score) has been automated. Abstract: Scheduling is a fundamental issue in achieving high performance in multiclusters and computational grids. In this paper, we investigate the scheduling problem using the proposed scheduler uses a distributed approach with the capability of considering the local clusters advantages for executing the jobs. On the other hand, the distributed scheduler exploits the capabilities of fuzzy logic to qualitatively deal with different parameters available in the scheduling decision. Simulation results show the effectiveness of the algorithm in terms of job completion time.

Abstract: The oil recovery from reservoirs formed of more subsurface rock formations can be hindered by the variability of the rocks permeability. This element can strongly influence the oil recovery and the efficiency of the drainage process. In order to understand this phenomenon and to propose a technical solution thereafter, the simulation of an ascending air phase flow in a saturated vertical porous channel, composed of two layers with different permeabilities is done. The numerical study is performed in order to evaluate the effect of injected air mass flow rate, the effect of the porous column width and their permeability variations. The results show that some regions in the channel are not correctly drained due to high pressure losses in those regions.

Abstract: Abstract: - This work is part of the development of an automatic and autonomous landscape irrigation controller which uses a simpler method for computing ETo than the FAO Penman-Monteith method (FAO-PM) in order to reduce the number of sensors required and lower the system cost. It is also intended to select a simple equation, since one of the requirements of this controller is that it should use an ETo formula with a reduced number of programming instructions due to its limited capacity. The controller to be developed should be autonomous and inexpensive, enabling it to be installed in small green areas such as small parks and gardens, having as main users the municipalities. Thus a regional analysis was made about the suitability of 6 methods for computing reference evapotranspiration (Hargreaves, Hargreaves-Samani, Jensen-Haise, Makkink, Priestley-Taylor and Turc) based only on the weather parameters temperature and solar radiation in the Alentejo. For this anal!
ysis a network of automatic weather stations was used, providing the meteorological data with a daily time-step for the period from 2003 to 2007. Results show that after the calibration, for each station, these methods present a good correlation with the ETo values calculated by the FAO-PM method. The best results were obtained by the Jensen-Haise method, and the worst results were computed by the Priestley-Taylor, Makkink, and Hargreaves-Samani methods. A considerable variation exists in the adjustment parameters from one weather station to another, so one can not use a single set of medium parameters to calibrate these functions for the entire region. Thus, it can be concluded that the Jensen-Haise is the best method for the Alentejo conditions, and it should be calibrated for each meteorological station. The results obtained by the Hargreaves-Samani method, based only on temperatures, are similar to other 5 methods and is the only one that does not need calibration, whic!
h indicates that this method can be considered for the elimination of
the radiation sensor.

Abstract: Reconstruction on aged films contains two important processes: defect detection and defect removal. Aged films may contain different types of defects, such as spikes and scratch lines. Each type of defect has its different properties. It is relatively hard to precisely detect these defects on aged films by using only a single solution. Besides, it is relatively hard to precisely restore aged films if the continuation of image property is not considered in the temporal domain. This paper proposes two techniques to detect spikes and scratch lines on aged films and we also propose a technique on restoring aged films based on simultaneously considering the outmost patches/pixels which are going to be inpainted. The inpainting order plays an important factor for human visualization. The results of defect detection have good accuracy as compared to two well-known approaches and by eliminating the inpainting order problem, the results of restored films have good quality a!

Based on the FD method, an appropriate model of a thin plate was derived and its corresponding natural frequencies were estimated. Then, FE modeling of the plate system was implemented using the ANSYS software and the corresponding modes of vibration were computed by modal analysis. The obtained vibration modes for both models were then evaluated and compared. A number of attempts have been carried out to determine the nodal lines on the plate in order to identify the critical observation points for appropriate locations of the sensors using the FE simulation. Finally, the effectiveness of FD method for real time application was verified by comparative assessment of the obtained natural frequencies with the exact value reported by other researchers. Most of the literature discussing arrival processes is based on a homogeneous Poisson process, which is unable to describe the fluctuation status of growth or recession. In the paper, we propose the Non-Homogeneous Poisson Process to analyze the arrival process of containership. The Maximum Likelihood Method is used to estimate the parameters and the performance of the models. Finally, a real case of Taichung Harbor in Taiwan is taken as an example. The result shows that power law intensity function and logarithmic linear intensity function models all estimate that the containership arrival shows slow growth trend. Relative to power law intensity function, logarithmic linear intensity function is a model with better goodness-of-fit.

Abstract: Outdoor insulators play an important role in high voltage transmission lines. Since long time ago, ceramic insulators are widely being used in power systems at medium, high and extra high voltage levels. During operation, the insulators may severe a certain degree of pollution which may reduce their performances such as surface resistance and flash over voltages. Under these conditions a large leakage current (LC) may flow on the surface and degradation may take place. In long term the degradation may lead to the flash over of the insulators. This paper reports the experimental results on the leakage current characteristics of ceramics under various simulated environmental conditions. The samples used are blocks of ceramics with dimension of 250 x 50 x 20 mm3. The samples were made from same materials for outdoor ceramic insulators. The samples were put in a test chamber with controlled humidity and artificial pollution conditions. AC voltage with frequency of!
50 Hz was applied. The tests were conducted according to IEC 60-1 (1989) and IEC 507 (fog test). The LC waveforms up to flash over were measured. The magnitudes as well as harmonic content of the LC were analyzed. The correlation between LC waveforms and dry band arching phenomenon was also elaborated. Experimental results showed that for clean insulators leakage current was much smaller than polluted insulators. The waveform distortion was observed particularly at positive half cycle when applied voltage was increased to higher than 20 kV. This indicated that electric discharges initiated from air proximity of the sample surface. For kaolin-salt polluted insulators, the LC amplitude was much higher than clean insulators. LC waveform distortion started at 10 kV. Unbalance distortion of LC waveforms was observed similar to those of clean samples. However, for kaolin-salt polluted samples, the distortion was observed mainly at negative half cycles which indicated !
that the electric discharges were initiated from the salt-kaolin layer
embedded on the sample surface. Observation of LC waveforms during the process of flashover revealed that THD of increased with the applied voltage.

Abstract: Abstract: - The present paper describes some quality control tools that develop an interactive and on-line evaluation of industrial products. These tools use pattern recognition techniques in a dynamic way, it means, they control the variations of critical characteristics of industrial products during their effective use. They also make an adaptive evaluation because considers the characteristics of each product under analysis. The tools generate a dynamic and well structured model. The operation of the model considers a set of images of the product or parts of them during some specific use or specific moment. Using a Pattern Recognition Process, the images of the product or some parts of them are captured and they are associated to some special matrices. The model then analyses the properties of these images by evaluating the properties each corresponding matrix have. This process allows determining a set of values which describe the variations the product is s!
howing during its use. We gave so a model which develops a continuous evaluation of product quality. Thus, the model checks whether the variations of the characteristic under study are acceptable or not, considering a set of limits defined by procedures which take into consideration particularities of the product being studied. Thereto, the model itself determines which reference values are to be used to evaluate such variations. In the case of monochromatic analyses, the model seeks to define reference parameters for defect detection using maximum variation limits of gray levels on the product surface (this makes possible to detect the presence of a crack, for instance). In the case of polychromatic analyses, having established a specific property (such as intensity, saturation or chromatic hue), the model determines the most adequate values for that property. Variations complying with those parameters are considered to be acceptable. The top and bottom values of the accep!
table variations can accurately define product design characteristics
from the effective practical use the product is supposed to have. This paper describes the model, reports the most usual situations for its use, discusses practical cases where it was used and provides a critical evaluation of the results obtained.

Abstract: The paper describes a new stemmer algorithm to find the roots and patterns for Arabic words based on excessive letter locations. The algorithm locates the trilateral (three consonants) root , quadri-literal (four consonants) root as well as the pentaliteral (five consonants) root. The algorithm is written with the goal of supporting natural language processing programs such as parsers and information retrieval systems. The algorithm has been tested on thousands of Arabic words. Results reveals an accuracy reached to 95%.

Abstract: Multilayered feed forward neural networks possess a number of properties which make them particularly suited to complex problems. Neural networks have been in use in numerous meteorological applications including weather forecasting. As Neural Networks are being more and more widely used in recent years, the need for their more formal definition becomes increasingly apparent. This paper presents a novel architecture of neural network models using the functional graph. The neural network creates a graph representation by dynamically allocating nodes to code local form attributes and establishing arcs to link them. The application of functional graph in the architecture of Electronic neural network and Opto-electronic neural network is detailed with experimental results. Learning is defined in terms of functional graph. The proposed architectures are applied in weather forecasting and X-OR problem. The weather forecasting has been carried out based on various factors!
consolidated from meteorological experts and documents. The inputs are temperature, air pressure, humidity, cloudiness, precipitation, wind direction, wind speed, etc., and outputs are heavy rain, moderate rain and no rain. The percentage of correctness of the weather forecasting of the conventional neural network models, functional graph based neural network models and the meteorological experts are compared.

Abstract: In the environment of electricity markets, power systems are operated nearer against the voltage stability limit than before. For this reason, this paper presents a novel optimal power flow (OPF) formulation containing voltage stability constraints. By adopting the L index function that can reflect stability margin from the collapse point as voltage stability constraints, this model can obtain the demanded voltage security level by adjusting the upper limits of these constraints. So its optimal solution can satisfy the security and economical demand of power systems simultaneously. At the same time, the primal-dual interior point method (IPM) based on the perturbed Karush-Kuhn- Tucker (KKT) conditions is proposed to solve this problem. Simulation results on five test systems demonstrate the effectiveness of the presented OPF model with voltage stability constraints, and the proposed computation approach has good convergence.

Abstract: In this study, we present a semi automatic method to extract stroke lesion from 2D MR brain images, using edge and region cooperation. After an appropriate preprocessing using an improvement of image quality and skull stripping, we apply the cooperative segmentation to the preprocessed image. This segmentation is evaluated thereafter on reference image. The procedure is applied to several MR images from different subjects having undergone a cerebral vascular attack (stroke), this in order to extract the lesion and characterise them. Furthermore a comparison of our results with these obtained from manual measurements carried out by neurologists is presented. We apply the results of this extraction to do a reconstruction and visualisation of 3D stoke in the brain.

Abstract: Grids are being adopted and developed in several scientific disciplines that deal with large-scale collaboration, massive distributed data, and distributed computing problems. The service orchestration is a problem of making multiple services coordinate themselves and communicate in an orderly fashion so as to accomplish a task more complex than the single tasks provided by the individual composing services. Composition is devoted to the aim of connecting services in a collaborative fashion. A Grid workflow system is a type of application-level Grid middleware that is supposed to support modelling, redesign and execution of large-scale processes. A grid workflow can be represented by a grid workflow graph, where nodes correspond to activities and edges correspond to dependencies between activities, called flows. Verification is usually based on an extension of a kind of formal method. Grid workflow verification and validation must be conducted so that we can identi!
fy any violations of the correctness in workflow specification and consequently remove them in time.

Abstract: Abstract: The deformation of the fabric during the sewing process is a continuous problem, while the quality control methods are being improved with difficulty. The conventional methods of the optimisation of the machine variables often tend to be subjective or determinant and also they need time because they depend on the technicians or managers skills. Most of the specialists in the process of the selection of the sewing seam specifications take the decision basing on one or several reasons as: Sewability, seam performance (seam resistance, seam strength, seam appearance (seam puckering, color, color resistance, fabric damage from the needle), availability of the sewn product, cost [2]. Seam performance will be studied here as the combination of only two factors. Seam strength and seam puckering.

Abstract: K-means and k-median clustering algorithms can help in the selection of centres for the Radial Basis Functional Link Nets. Radial Basis Functional Link Nets is used to classify the data. In this paper, we will show the importance of knowing the skewness of the data in deciding to choose between k-means or k-median clustering algorithm in finding the centre of Radial Basis Functional Link Nets and we will also show that this initial selection criterion will result in the improvement of efficiency in terms of speed and accuracy in data classification. Two sets of real data are used to demonstrate our results.

Abstract: Timely faults detection in an industrial process is a key aspect for designing a framework for intelligent supervisory control. A way to perform supervisory control is by providing intelligence to the supervision mechanism in continuous processes exposed to faults in order to cope with the identification of a diversity of faults, classify them and to be able to anticipate the consequences derived by their occurrence. In this article we propose an extension of the multiresolutional models approach to construct a fuzzy logic-agent technology-event detection approaches-based supervisory framework. Also the suggested framework is validated by means of a discrete-event simulation program.

Our general Chairmen which are also Editor of the Proceedings are kindly
requested to supervise the Plenary Sessions each morning where
as the regular Session Chairmen must be 30 minutes before their session in
the Conference Place.

No entrance in the conference room is allowed after the opening of the
session and nobody can come out from the conference room until the end of
the session.

ATTENTION: Certification of Attendance and Receipt of Payment will be
collected from the Secretariat Desk, only after the end of the Session that

641 Lectures - Papers over than 1350 papers that were submitted in WSEAS
CSCC (acceptance rate 641/1350) compose the program

From them, only 32 papers which is a very small number of the best of the
best papers were also promoted to the WSEAS Journals!!

Versions on the web, check your papers, please)

The Secretariat of the Conference will be open from 10:00 of the MONDAY
(one day before the conference) in order to distribute the conference
material. Each participant will receive the CD-ROM of all the conference and
one hard-copy (ISI Book) together with secondary material. These will be
given to you on Monday, July 21 from
10:00 - 22:00. Come and take them from Secretariat Desk on Monday , July 21.

UNIVERSITY ELECTION: The WSEAS Executive Director is now
HONORARY PROFESSOR in the Technical University of Cluj-Napoca, Romania (JUNE
2008).

The WSEAS Executive Director and former WSEAS President,

was elevated as Honorary Professor in the Technical University of
Cluj-Napoca
Romania in June 24th 2008. Mr. Rector of the University, Prof. Radu Munteanu

development of Science and technology.
The Ceremony took place in the Academy of Romania in Bucharest in June 24,
2008.
