Abstract: Abstract: - Informative Global Community Development Index (IGC) is an analysis method that looks at the development of the community currently residing in a intelligent city. From the understanding method, the development of intelligent cities based on a deontological ethics, the process of developing an intelligent city has to return maximum interest to the majority of the residing community in terms of hardware and software. The enhancement of IGC has become vital as the mile mark in developing Malaysia into a developed nation by the year 2020. In conjunction to that the method of cumulative index analysis IGC development has been used in this research as the main method in measuring the development of IGC. About 127 middle class families in Subang Jaya Smart City were chosen as research respondents in order to measure the IGC development index in Subang Jaya. All the variables are covered under ability component (humanware), management component and informatio!
n supervision (infoware), components of ownership and communication and information technology usage (technoware), as well as the usage value of ICT and cyber ethics (valueware). The IGC development Index which was used utilized the Rogers scale which looked at levels of innovation, pre-acceptance, pre-majority, final majority and final scale. The analysis showed that most of the residents in Subang Jaya only achieved IGC development in the pre-acceptance, pre-majority and final majority scale. This meant that there weren't any of the residents in Subang Jaya which achieved the final scale.

Abstract: The problem of fuzzy time series forecasting plays an important role in many scientific areas such as statistics and neural networks. While forecasting fuzzy time series, most of forecasting applications use the same length of intervals. The determination of length of intervals is significant and critical in fuzzy time series forecasting. The usage of convenient performance measure may also have an important affect for forecasting studies. MSE (Mean squared error) as a performance measure is widely used in many studies. The aim of this paper is to improve fuzzy time series forecasting by using different length of intervals with neural networks according to various performance measures. For this reason, we take ISE (Istanbul stock exchange) national-100 index as a large data set for forecasting. We use various performance measures such as MSE, RMSE (Root mean squared error), MAE (Mean absolute error) and MAPE (Mean absolute percentage error) to compare forecasting p!
erformances with different length of intervals. The empirical results show that the most convenient length of intervals can be chosen as 300 by comparing overall performance of MSE, RMSE, MAE and MAPE by using neural networks.

Abstract: In this paper, we have proposed Generalized Entropy Optimization Problems (GEOP) concerned with parameters which consist of maximizing Entropy Functional subject to constraints dependent on parameters. Therefore, MinMaxEnt and MaxMaxEnt distributions are obtained as solutions of these problems. On bases of MinMaxEnt distribution we have developed a new estimation method of obtaining missing values in time series. Mentioned estimation method is applied to the data generated from autoregressive model for one missing value. The performance of the developed method is evaluated by mean square errors (MSE) calculated from simulation studies and the validity of this method is shown.

Abstract: The likelihood functions from independent studies can be easily combined, and the combined likelihood function serves as a meaningful indication of the support the observed data give to the various parameter values. This fact has led many scientists to suggest using the likelihood function as a summary of post-data uncertainty concerning the parameter. Indeed, likelihood functions have several desired properties . They are objective, in that they depend only on the agreed-upon model and the data. They are also flexible, allowing us to combine information about competing models across studies. However, a serious difficulty arises because likelihood functions may not be expressible in a compact, easily-understood mathematical form suitable for communication or publication. For example, likelihood functions in mixture models may only be computable for individual values of the parameters and otherwise cannot be given in "closed form". To overcome this diffic!
ulty, we propose to approximate log- likelihood functions by using piecewise polynomials governed by a minimal number of parameters

Abstract: This study evaluates local dynamics in extreme precipitation frequency from 1940 to 1999 in the South of Portugal. The analysis is based on a climate index defined by the annual count of days with precipitation above the 30 mm threshold (R30mm). The space-time scenarios of this index, and their uncertainty evaluation, were produced through direct sequential cosimulation (coDSS) with elevation. The methodology incorporates space-time models that follow the premises that elevation and precipitation extremes may interact differently both in time and space. The results indicate that the relationship between elevation and the R30mm index has decreased through time over the study region, especially in the southeast area. Furthermore, the spatial patterns of the extreme precipitation index have become more homogenous during the last decades of the twentieth century. The more frequent heavy rainfall events occur in the mountainous areas of the South, which are desertificat!
ion prone areas at risk of water erosion and floods. As expected, the space-time scenarios have greater spatial variability at regions less densely sampled. However, the uncertainty in mountainous regions is noticeably small given that elevation was used as secondary exhaustive information. The coDSS proved to be a valuable tool to deepen the knowledge on the local dynamics of the extreme precipitation frequency.

Abstract: In this paper, we combine a decision tree algorithm with Protégé, to construct an ontology-based meridian method that serves as an example psychiatric disorder inference and a knowledge-sharing platform. This method may effectively detect a psychiatric disorder by pinpointing an association between the meridian system and modern medicine; it may also help to build a fuller picture of expert knowledge by constructing domain and task ontologies. This system provides the general public an understanding of the issues involved, while allowing experts to participate and be totally aware of satisfying the requirements therein. Moreover, the system will help eliminate information disparity between patients and physicians.

Title of the Paper: A novel continuous function for approximation to the factorial

Number of paper pages: 11
Abstract: Various approximations to the factorial have been proposed in the literature to formulate continuous functions in which the argument is a non-negative variable. Most of these approximations are based on the classical De-Moivre-Stirling's or shortly Stirling's formula. Further approximations have been provided, either multiplying the Stirling's formula to a correction function, or introducing some structural modifications to the Stirling's formula. The characteristics of the various approximations can be pointed out by investigating how the correction function or the structurally modified formula can provide a better representation of the factorial for natural numbers with respect to the classical Stirling's formula. This paper starts with a tutorial illustration of the characteristics of various approximations to the factorial, and contains the proposal of a novel continuous function with relatively simple structure. The proposed function has very low relative appr!
oximation errors with respect to the factorial; furthermore, the relative approximation error is always positive. These characteristics enable the novel function to be used as an upper bound to the factorial. Application examples of the proposed formula in the pattern recognition domain are presented, in order to obtain factorial-free formulations for the calculation of orthogonal Fourier-Mellin moments and Pseudo-Zernike moments, with some notes on the possible computational complexity reduction obtainable by exploiting the proposed formulation with respect to the computation of the same moments using the factorials, in analogy to what has been done in the literature by using a different type of approximation.

Abstract: - In this paper is presented an analysis method of electrical circuits, more exactly nodal method, in order to compute the temperature field distribution necessary to the heating and ventilation systems of electrical machine. As analysis method, the modified nodal method was used which does not impose any restriction at the circuit structure, being a prevalence of the nodal method. For this reason, this method was used in the analysis programme of circuits called SPICE. In the software application called NAPACI, authors analyses the temperature field distribution and the rate of heat transfer which are necessary for a complete study to range of the temperature in steady state. This analysis supposes the knowledge and the localization of temperature losses values, determination of the rate values of heat transfer and their distribution in different sides of electrical machine. Comparing the results obtained by means of other two programmes NAPACI and SPICE, it can b!

Abstract: Direct current, which was one of the main means of distributing electric power, is still widespread today in the electrical plants supplying particular industrial applications. The advantages in terms of settings, offered by the applicants of d.c. motors and by supply through a single line, make direct current supply a good solution for railway and underground systems, trams, lifts and other transport means. The paper presents the calculation of the magnetic field in the arcing chamber of the current-limiting circuit breaker of the direct current 1250 A, 750 V. Current-limiting circuit breakers play an important role in electrical low-voltage circuits. Due to the high short-circuit currents it is necessary a very short time to switch off the defective branch. For this the current limiting circuit breakers are conceived as elaborated solutions especially for the arc quenching system, meaning the path of current and the arcing chamber. In this paper the authors pres!
ent few optimization solutions of some quenching systems which will lead to more performing constructive choices. The finite element software package ANSYS is use for calculation of the magnetic field components.

Abstract: AC motor drives have produced and still produce a particularly high impact in many technical applications. Advantages of adjusting the frequency operation can not be fully exploited without adjustment command and control strategies through modeling of the corresponding components. Simulation of drive systems is complicated due to nonlinear high level they bring power electronics and also due to control, adjustment and protection in the transfer of power flux. Moreover, mathematical models of semiconductor and control functions not yet found in many programs and this requires the designer or specialist to introduce its version in the simulation program [1]. Currently known multi-level modeling, which is available to describe static converters and each model can introduce undesirable effects on the behavior of electric machine [2]. This paper presents the current trends of advanced control techniques and control of induction machines used for variable frequency drive!

It analyzes the possibilities of command and control without sensors and estimates are made of results obtained by modeling and simulation of the control and adjustable system. Abstract: Recently, Cognitive Radio has been proposed as a promising technology to improve spectrum utilization. A highly flexible SDR (Software defined Radio) system needs to configure each of its blocks to give optimum performance over the available bandwidth. Present work discusses an approach for software defined adaptive coder yielding minimum BER (Bit error rate) for emergency services over cognitive radio. The results verify the efficiency of the algorithm which configures the convolution encoder to produce a lower BER for increased Bandwidth available. This can be readily implemented in the SDR library functions. This has been tested by FPGA implementation of the convolution encoder using Matlab HDL coder. The coder output of the FPGA implemented VHDL code has also been presented. Various WiMax Systems to be included in the SDR Library are puttforth. SDR adapts to the best suitable design, yielding lower BER in available channel conditions.

Abstract: In this present work we present a three dimensional 3D path planning of autonomous mobile robots. The proposed method starts from an initial point to a target point establishing a control points for which connections are made to determine the form of the path without collisions. The robot moves within the unknown environment by sensing and avoiding the obstacles coming across its way towards the target. The navigation is done in 3D environment where the planar is considered as 3D smoothed cubic B-spline surface. The obtained path is the shortest path from all possible free trajectories (the smoothness of the trajectory is done around the control point). The start point and the target point must belong to the control points constructing the smoothed surface. To describe the geometric shape of the environment we have used the technique of cubic b-splines. Theses B-spline are used to represent surfaces. They combine a low degree polynomial or rational representation o!
f maximal smoothness with a geometrically intuitive variation of the surface in terms of the coefficients: by connecting the coefficients one obtains a mesh that roughly outlines the surface. In this context, we have used Bezier surfaces which often fulfill the requirement of generating smooth geometry. The path connecting the start point to the target point must be interpolated with a spline curve to obtain a smooth curve which fits the surface perfectly. The proposed algorithm can deal with any shape obstacles even if it is the case of circular obstacles. This case is the hardest one in any navigation problem. The problem is solved by proposing some useful solutions for each situation. The robot succeeds to reach its target without collisions. Clients who visit an apparel marketing website but have little previous knowledge of fashions tend to have difficulties selecting clothes that suit their tastes. Faced with an immense number of products on display, they can become quite confused and even hesitate to make any selections at all. This study proposes a system that supports online purchases of garments with functions to select and recommend garments on the basis of the customerfs tastes. The system has three basic capabilities: (1) It analyzes the customerfs tastes using the analytical hierarchy process (AHP) and selects and suggests clothes. (2) It designates a priority for suggesting the garments using co!
rrelations found by clustering. (3) It suggests second purchases of items that have been chosen by previous customers with similar tastes who bought a garment that the current online customer has just decided to buy. The second purchases are selected using market basket analysis. Two databases are essential to this process: one for the attributes of garments and one for simultaneous purchases of garments.

Abstract: This paper presents an unconventional methodology in examining the extent of vegetation blockage effects imposed on near line-of-sight (NLOS) fixed wireless links based on Institute of Electrical and Electronics Engineers (IEEE) 802.11a Wireless Local Area Network (WLAN) standard operating at frequency 5.8 GHz of Unlicensed National Information Infrastructure (UNII) band. By employing the concept of remote data logging, power received measurements were acquired constantly via a remote server for 24 hours and seven days a week from three dissimilar NLOS links within the campus of Universiti Teknologi Malaysia (UTM) in which it can best be described as suburban environment. These point-to-point links deployed in conjunction with wireless campus are impeded directly or indirectly by vegetation. The behaviour of these site-specific links performance is studied. The average excess path loss inclusive of foliage loss which is relevant to the climate of a tropical cou!
ntry is derived. Comparison of tabulated results between these divergent fixed wireless links besides exploratory data analysis is presented.

Abstract: Technical developments and innovations are brought forward at an increasingly rapid rate, therefore the educators must update the teaching work, making use of advanced instruments both hardware and software. In the last years the authors are trying to develop new hardware and software tools to enable the teacher to show to the undergraduates in an alternative and practice way the theoretical constructs explained during the lectures on Electronic Measurements. An accurate experimental training in the laboratory, using developing technologies, can stimulate the interest in the students. In particular, the experimental activity on the volt-ammeter method has been completely changed, a LabVIEW? based tool has been developed. It allows a deep analysis on the theoretical aspects; indeed, the experimental training can be initially carried out by using traditional electromechanical instruments, afterwards a simulation procedure can be performed, at last digital instruments!
will be used and a LabVIEW? based virtual instrument will introduce the undergraduates to the study of this environment. In this paper the tool is presented in full. The accurate details of the presentation can be useful for future application.

Abstract: A class of 2D hybrid boundary value time-variable systems is studied, in the general approach of the coefficient matrices, states, inputs and controls over spaces of functions of bounded variation or of regulated functions. A generalized variation-of-parameters formula is obtained for differential-difference equations of the considered type and it is used to derive the formulae of the state and of the output of these systems. The state space representation of the adjoints of these 2D hybrid systems is introduced and their input-output map is obtained. The duality between the 2D hybrid boundary value systems and their adjoints is expressed by the means of two bilinear forms.

Abstract: Taking the knowledge dimension of Bloom¡¦s Taxonomy of Educational Objectives (Revised Version) as the mainstream of analysis, and adopting descriptive statistics, the paper investigates from Taiwan¡¦s Grade 1~9 Nature and Technology area the items and contents of technology-related competence standards, reviews the document of ¡§Standards for Technological Literacy (STL): Content for the Study of Technology¡¨ completed by Technology for All Americans (TfAA) Project in 2000[6], and then makes an overall evaluation and analysis of the 4 general types and 11 minor types in knowledge dimension. As found in the research results, among the 7 major technology-related standard categories of Taiwan¡¦s elementary schools, ¡§metacognitive knowledge¡¨ occupies the highest proportion (40%). As to the 20 major standard categories of STL for the technology education of the American elementary schools, ¡§conceptual knowledge¡¨ occupies the highest proportion (36.6%). In Taiwan!
, the curriculum standards of technology education are included in the level-based competence standards for the learning area of Grade 1~9 Nature and Technology; but in the United States, the STL of the American elementary schools proposed in TfAA Project are independently presented. At the stage of elementary education, there are 109 items of STL in the United States, but only 70 items of technological literacy standards in Taiwan. Besides, ambiguous sentences are found in the technological education standards of Taiwan. Ten of the technological literacy standards can be even categorized in the area of sentiment standard. Finally, the study rearranges the research findings and gives suggestions, which are expected to serve as a basis for the related technology teachers in setting up their instructional goals, devising instructional activities and designing evaluation of their students, and are hoped to be referential for analysis in the later days.

Abstract: This study investigates and compare different methods to estimate the number of signal sources in the hyperspectral data. To achieve an accurate map of mineral distributions in the study area by means of the spectral analysis of Hyperion data, the number of endmembers was computed by different methods. This process is also known as determination of virtual dimensionality of the image. Estimation of Virtual Dimensionality of data or in other words, the number of detectable endmembers from data is very important task in hyperspectral imagery. If this estimated number doesn't meet the reality, final estimation of mineral abundances will be erroneous. The results established that principle component analysis underestimates the virtual dimensionality of data. This is reasonably due to lower abundances of some minerals on the earth surface that will be considered as unimportant principle components because of their lower energy fraction in the total radiance measured at!
sensor. The higher order statistical method on the other hand, showed better performance. This method uses Neyman–Pearson detection theory and its estimation is more realistic.

Abstract: An algorithm is proposed to detect the pitch of a singing voice accurately for Query By Humming (QBH) and microtone research applications. Computational efficiency and accuracy are the important features of this algorithm, which are principle requirements for these applications. Traditional method for finding the fundamental frequency is to plot the Fourier Transform of the sound segment and pick up the highest peak. The difficulty with this method is that the first peak, i.e. the peak corresponding to fundamental frequency is often suppressed and it may not be dominant. So the detected frequency is often double of the actual. Another popular technique for pitch determination is autocorrelation and it suffers from the same drawback. In our proposed method, we detect the periodicity of the Fourier transform by again taking its Fourier transform to obtain the "Fourier of Fourier transform". Then the resolution of frequency measurement is improved much beyond the FFT !
bin size by employing Parabolic Interpolation. To track the pitch over time, the music sample is divided into overlapping windows of 46.4 ms duration. This algorithm is efficient for harmonic sounds and was tested on natural as well as synthetic signals, including male vocal, female vocal samples and mathematically generated harmonic signals. Our method outperforms the existing methods significantly by eliminating possibility of octave error and improving performance by accurate estimation of pitch. Accuracy in frequency estimation was compared with other methods; FT1, Autocorrelation and Fourier of Fourier.

Abstract: The fact that low concentrations of CO2 have an activation effect on functional activity of microbes allows us to suggest that CO2 could elevate the toxic effect of H2O2 on cells. To check this hypothesis the dependency of the toxic effect of H2O2 on wild type of Escherichia coli K-12 on soluble concentration of CO2 in culture media was studied. The obtained data show that culture media enriched with CO2 leads to the increase of toxic effect of H2O2 on microbes at both cases when pH is constant and when it changes.

Abstract: Abstract:- This paper presents novel solutions for three problems encountered in the closed loop distribution systems. The first problem is how to identify a faulty section after being successfully isolated by the protection system. The second problem is how to identify a section affected with undetected open-circuit fault. A novel circuit is suggested in this paper to solve these two problems. The third problem addressed in the paper is how to deal with undetected faults in the 11 KV part of a 132/11 KV network which may result in a complete shut down problems. An effective modification in the trip circuit of the relays protecting the main feeders of the closed loops is suggested to avoid this problem. The validity of the proposed circuits is examined using ASPEN-OneLiner simulation program applied to a real part of Kuwait power distribution network. It is also checked against the specifications of the available equipment used in the real network. The proposed cir!
cuits provide fault detection capabilities normally achieved by the advanced and expensive Distribution Automation System (DAS) but with minimal cost.

Abstract: Abstract: - Since the first '80s, we found that some tumor types, and in particular lung tumors present increase, or generally change in acetylcholinesterase activity. Acetylcholinesterase is an enzyme associated to the cholinergic signal system, whose classic role is to remove acetylcholine from the receptors. Nevertheless, it is also involved in cell-to-cell communication driving embryonic development and in the regulation of several cellular features, such as apoptosis and cell movements. The presence of molecules related to the cholinergic signal system in the healthy and carcinogenic lung tissues, raised the hypothesis that substances inhibiting or affecting the cholinergic signaling system could exert an anti-cancer action at least in these tissues. Cytotoxicity tests on immortalized and primary cell lines derived from lung tumor (NSCLC) showed an AChE inhibition-dependent selective reduction of cell viability, statistically significant. The same cells, expos!
ed to non toxic AChE inhibitors exhibited a loss in the mitochondrial potential, characteristic of the early apoptotic events and showed positive response to the annexin V assay, and to the T-terminal assay, that are specific features of the apoptotic event. Moreover, three-dimensional cell cultures (spheroids) of tumor cells, on exposure to AChE inhibitors show a decrease in the membrane-linked oligosaccharides, that are responsible for the adhesivity of the metastatic cells. In this promising picture, the need emerges of further studies aimed at understanding the effects of AChE inhibition on the regulation of acetylcholine release and the effects of AChE inhibitors on the functioning of acetylcholine receptors.

Abstract: In the capital city of Malaysia, Integrated Light Rail Transit (LRT) System is one of the most importance public transportation as it connects some key districts to historical, interesting places, business areas and shopping malls are concentrated. The train services are running independently but have interchanges to integrate from one different LRT lines to the others. These interchanges could cause traveler a troublesome when they are choosing incorrect destination station especially on different LRT lines which contribute to time consuming and high costing. In previous research we are implemented the mobile web application using rules based algorithm where the destination-oriented routes need to be dynamically generated by determining the nearest station according to the specific places. Currently, our research is focusing on Dijkstra's algorithms to provide more effective and intelligent shortest path system to provide the solution for traveler to reach the des!
ired destination. In this paper, we discuss the results from our Dijkstra's application prototype.

Abstract: The need for blood is growing day by day as a result of advancement in the clinical medicine and millions of lives are saved each year through blood transfusions. However, the number of voluntary blood donors is steadily decreasing in recent years. The aim of the study was to determine the disparities in blood donation behavior among the present donors and investigate their attitude towards donation to understand the problems and to improve voluntary blood donation. This work developed a system employing clustering and classification algorithms to identify blood donation intensions and shows that data mining techniques may be used to enhance the results. The results have several interesting practical applications to improve the performance of blood recruitment and retention services in hospital.

Abstract: 2D hybrid continuous-discrete systems with boundary conditions are studied, in the general approach of the coefficient matrices and controls over spaces of functions of bounded variation or of regulated functions. The formulae of the state and of the general response of these systems are provided, both in the case of causal and acausal cases. It is shown that the behaviour of the systems with boundary conditions is characterized by some generalized 2D semiseparable kernels. The existence of realizations of generalized 2D semiseparable kernels is proved and necessary and sufficient conditions for the minimality of the realizations are obtained.

Abstract: A new method with wavelet neural network is described to optimize the MEMS accelerometer for temperature independent sensitivity. Linear accelerations are measured and compensated by a thermocouple the fast algorithm which is used to deal with the nonlinearity error. The simulation results show that the MEMS accelerometer with compensation is characterized by an excellent temperature stability of the sensitivity with less than 0.1% variation for a temperature range -40¡æ to 100¡æ, while the variation of the acceleration without compensation is 8%. The proposed algorithm can be useful for realization of the high accuracy miniature gyroscope systems based on MEMS technology.

Abstract: In this paper, a delay independent adaptive control strategy is presented for a class of uncertain, delayed nonlinear system subjected to actuator saturation. In proposed control scheme wavelet networks are used for approximation of unknown system dynamics as well as a wavelet based compensator is designed to deal with actuator saturation. Delayed wavelet networks are used for identification of unknown system dynamics having state delayed terms, thereby the approximation capabilities of delayed wavelet network are utilized. Adaptation laws are developed for the online tuning of wavelet parameters. Adaptation singularity problem is solved by employing a switching scheme. The stability of closed loop system and ultimate upper boundedness all closed loop signals is proved by constructing a Lyapunov-Krasovskii functional.

Abstract: Ferroresonance is a highly destructive power quality phenomenon caused by complex oscillations generated by nonlinear magnetizing inductances in ferromagnetic materials and capacitive elements in power systems. In an effort to better understand ferroresonance and predict bifurcations and responses, an improved nonlinear transformer model for dynamic and steady-state operating conditions is developed which includes magnetic hysteresis nonlinearities of the transformer core. The model expands on Tellinen’s scalar hysteresis approach which includes major and minor hysteresis loop effects. This paper carries out an investigation into single-phase transformer ferroresonance initiated by switching transients using the developed model. A range of ferroresonance modes (e.g., subharmonic and chaotic) initiated by switching transients is identified with the transformer core model. The model is used to compute time-domain waveforms of transformer flux, voltage and magnetizi!
ng current for several ferroresonance modes. Furthermore, Poincar´e and phase-plane portraits are used to examine the stability domain of observed ferroresonance modes. The main contribution of this work is a new analysis into ferroresonance through an improved transformer model which incorporates magnetic hysteresis effects.

Abstract: There are three main statutory tasks for Finnish universities of applied sciences, these are: education, research and development, and regional development. An objective for Laurea University of Applied Sciences is to design, integrate and implement these three statutory tasks into everyday action using design research and action research. In the early phase of Integrative Action and "inter-operative learning", it soon became evident that the traditional curriculum process was not optimally supportive of the new operating model used between 2002 and 2004. The first objective was to design and implement the curriculum using Integrative Action which continuously integrates the three statutory tasks of the universities of the applied sciences. The result of the first phase of the designing and implementation work was a competence-based core curriculum developed from 2004-2006 and implemented from 2006-2008. This study addresses the second design research cycle for des!
cribing and designing as well as implementing a revised instance of a competence-based core curriculum, namely; the thematic curriculum for the Degree Programme of Business Information Technology (BIT) 2008-2009 and Master of Business Administration studies in 2010.
