ABSTRACT: The aim of this article is to analyze the theoretical and practical problems concerning optimizing of the capital structure of the concrete firm and to answer the question if it is possible to prepare the recommended process for this optimizing. The most important problem in a theoretical way is to identify the theory which best fit. The firm has to decide firstly if to start the process of active optimizing or if it is satisfied with the following of branch standards or it is satisfied with complying with the pecking order theory. In case of active optimizing process firm could use theories stipulating the concrete empirical value, the traditional theory and the theory of spouses Neumaiers. In case of using the traditional theory it is necessary to cope with the problems of identifying the cost of equity and debt in dependency on the indebtedness. The optimal capital structure is not possible to identify, but only to estimate because of the different approaches to the solution of the application problems of single theories. The optimal capital structure will also vary because of the subjective approach to the process of optimizing. Nevertheless the wider manual how to cope with the process of the optimizing of the capital structure of the concrete firm is possible to prepare.

TITLE: Buyer Coalition Formation by using Two Ant Colony Optimizations

ABSTRACT: Buyer coalition formation has become a popular topic for researchers in electronic marketing for years. The majority of this endeavour is to find the best buyer formation to earn more utility from sellers as much as possible. However, in electronic marketplaces, there are few schemes applying an ant colony optimization (ACO) for forming the group buying to obtain the best discount form sellers. In this paper, the proposed approach called the buyer coalition formation by using two ant colony optimizations (BCF_2ACO) searches for the best way to from a buyer coalition according to the total utility earned from sellers. The first ant colony finds the best disjoint subsets of all buyers based on the total utility obtained by the works of the second colony of artificial ants. The second ant colony discovers the way to purchase several units of goods within bundles of items to receive the best total utility to partitioned groups of buyers. The simulation shows that in most cases the proposed algorithm forms the group buying efficiently in the term of buyer's utility.

TITLE: Reasoning Disqualification of Financial Rehabilitation: Current Practices in Insolvency Process

ABSTRACT: Paper summarizes information and statistical data on the development of insolvency proceedings and what precedes them, on the development of proceedings conducted according to the law on bankruptcy and settlement. On the basis of these facts, the author arrives at the conclusion that problems with applying the financial rehabilitation principle of solving the problem of company decline have less to do with the quality of legislation than with the work of courts and creditors' expenses for insolvency proceedings. We consider the main reason for the failure of the financial rehabilitation principle (amended in the Insolvency Act as reorganisation) to be rather the fact that companies in the Czech Republic claim bankruptcy relatively late and at a time when their assets not only do not adequately cover liabilities to creditors but, most importantly, are basically expended in the endeavour to keep the company in operation. At the close of the study, we propose a general acceptance of certain overall amendments to the law in Czech legislation so as to increase pressure on company managers and owners so that they may claim bankruptcy on their own as soon as the company arrives at serious difficulties suggesting its decline.

TITLE: The use of water hyacinth (Eichhornia crassipes) for controling cyanobacterias as well as the use of its biomass to produce bioenergy

ABSTRACT: The lack of planning and the precariousness of plans for a sustainable urban and rural growth have affected directly the water resources in Brazil. One of these consequences is the rising eutrophication. This enrichment of the water masses provides a favorable environment fot the blooming of the cyanobacterias, and it releases a toxin that can cause an imbalance in the aquatic ecosystem, and even the death of living things, depending on the concentration. This work aims to focus on the combat of microalgae through the crop management of water hyacinth (Eichhornia crassipes).With the characteristic in the removal of phosphorus and nitrogen, together with a potential allelopathic, and using the appropriated techniques of management, it becomes possible the cultivation of this kind of culture and the use of the potential of this aquatic plant biomass gain for the production of bioenergy through the process of anaerobic biodigestion.

TITLE: Spiking Neural Networks for Real-Time Infrared Images Processing in Thermo Vision Systems

ABSTRACT: - Thermo vision are used in military, police custom traffic control, industrial and other specific applications for collecting and processing thermo visual information from infrared images. There is a problem in the steps of implementation of the developed methods and algorithms for infrared image processing in real time practical applications of thermo vision systems. Here is proposed to exploit the advances in powerful parallel computer graphics and image processing for computer vision and computer games applications, where are developed graphical processing unit (GPU) and Compute Unified Device Architecture (CUDA) with the ability of parallel processing and the high-speed memory access of graphical processing units (GPU), which is essential in the real time applications with neural networks in most of the infrared image processing applications.

All possible singular cases are automatically handled by the proposed formula. The results of the presented work have been verified by the filament method and previously published data. The new formula provide a substantially simple alternative over previously published approaches, which involve either numerical techniques (FEM, BEM, MOM) or other semi-analytic or analytic approaches.

TITLE: Estimating CES Aggregate Production Functions of China and India

ABSTRACT: We have observed remarkably different patterns in the development processes of China and India. For example, data from our sample show that, comparing with India, China has considerably higher rates of physical capital formation as well as much higher ratios of measured physical to human capital. Motivated by these empirical observations, we estimate the key technological parameters of in a CES production function with physical and human capital for China using panel data at the provincial level and for India using panel data at the state level, respectively. Our estimation results on the factor income shares and the elasticity of substitution between the input factors yield implications that match broadly with the above stylized growth patterns regarding China and India.
