Abstract: Trigonometry is a branch of mathematics that deals with relations between sides and angles of triangles. It has some relationship to geometry, though there is disagreement on exactly what that relationship is. For some, trigonometry is just a subtopic of geometry. The trigonometric functions are very important in technical subjects like science, engineering, architecture, and even medicine. In this paper, the elliptical trigonometry is introduced in order to be in the future a part of the trigonometry topic. Thus, the definition of this original part is presented. The elliptic trigonometric functions are also defined. The importance of these functions in producing different signals and forms are analyzed and discussed.

Abstract: Abstract: - Inspired from the social foraging swarm, a simplified model for particle swarm optimization is presented and the new swarm optimization algorithm (SO) is developed. Compared to the standard particle swarm optimization (PSO) and its variants, the algorithm significantly simplifies the optimization process by reducing PSOs from the second order to first order difference equation and accelerates the individuals to overcome the local optima. A probability learning swarm optimization (PLSO) is presented for improving SO with probability learning from other individuals. Experiments are conducted on typical benchmark functions such as Rosenbrock, Griewan, Rastrigin, Ackley, etc. The results demonstrate good performance of the SO and PLSO when compared with other recent variants of the PSO.

Abstract: Ligand docking checks whether a drug chemical called ligand matches the target receptor protein of human organ or not. Docking by computer simulation is becoming popular in drug design process to reduce cost and time of the chemical experiments. This paper presents a novel approach generating optimal ligand structures from scratch based on de novo ligand design approach employing Bayesian optimization algorithm to realize an automated design of drug and other chemical structures. The proposed approach searches an optimal structure of ligand that minimizes bond energy to the receptor protein, and the structure of ligand is generated by adding small fragments of molecules to the base structure. The decision of adding fragments are controlled by Bayesian optimization algorithm which is considered as a promising approach in probabilistic model-building genetic algorithms. We have built a system that automatically generates an optimal structure of ligand, and through nu!
merical experiments performed on a PC cluster, we show the effectiveness of our approach compared to the conventional approach using classical genetic algorithms.

Abstract: The increasing pressure to be first in the global market and the need to beat competitors make products delivery-time one of the most important successful factor. Technological projects are increasingly in competition over scientific aims, innovation, performance, time and cost; innovative products become quickly outdated without commercial/scientific value. So the management has to be "project-dedicated" and strategically innovative, matching the current success keys "speed and quality". The new Fast-Tracking approach described in this paper consists in the application of risk analysis methodologies to develop flexible deliverables according to the robust design requirements. The fast-tracking strategy should be applied not only to the schedule development but especially should be foreseen and taken into account in the design development phases. We believe that should be convenient to anticipate the analysis of fast tracking risks to identify effective, preventive!
and precautionary mitigation measures. So we try to define a decision support system to identify the risk related to Fast Tracking and Robust Fast Tracking and to choose the best policy to reduce time, and to mitigate risks. The aim is to mitigate the impact of any changes needed to eliminate relevant non-conformities evaluated in the approval step of previous project phases.

Abstract: In this paper, we formulate a dynamic theory of economic policy using some concepts and axioms of mathematical system theory. First, the notion of a dynamic economic system is characterized axiomatically. Then the basic problem of the theory of economic policy as introduced by Tinbergen and Theil is expressed as a control problem for a dynamic economic system. In this way, a more general framework for the theory of economic policy than available so far can be developed in terms of mathematical system theory. Finally, we discuss some extensions of the framework, in particular to economic policy problems with more than one decision-maker.

Abstract: The objective of this paper is to study the discharge phenomenon for a point-plane air interval using an original fuzzy logic system. Firstly, a physical model based on streamer theory with consideration of the space charge fields due to electrons and positive ions is proposed. To test this model we have calculated the breakdown threshold voltage for a point-plane air interval. The same model is used to determine the discharge steps for different configurations as an inference data base. Secondly, using results obtained by the numerical simulation of the previous model, we have introduced the fuzzy logic technique to predict the breakdown threshold voltage of the same configurations used in the numerical model and make estimation on the insulating state of the air interval. From the comparison of obtained results, we can conclude that they are in accordance with the experimental ones obtained for breakdown discharges in different point-plane air gaps collected from!
the literature. The proposed study using fuzzy logic technique shows a good performance in the analysis of different discharge steps of the air interval.

Abstract: To provide more reliable service for drivers, it is necessary to establish an optimization framework in which a reliability index is adopted as a performance index to evaluate road networks. First, a modified four-level model of unblocked reliability (link, path, Origin-Destination pair and entire road network) is proposed, in which the unblocked reliabilities of the Origin-Destination pair and the entire road network are formulated by the law of total probability when the unblocked reliability of path is a conditional probability. Then, a bi-level program is established based on the new model of unblocked reliability since planners design the road network and drivers respond the change in the road network. The objective function of the upper-level program is the maximized balance between the unblocked reliability of the entire road network and the road network expansion ratio which implies cost of improving the road network. The program equivalent of Stochastic Us!
er Equilibrium is adopted as the lower-level model so as to achieve consistency in route choices and to model the congestion effect in the road network. Next, a set of link capacity expansions is determined as a planning scheme by solving the bi-level program. This planning scheme not only improves the link of lower reliability but also takes into account the performance of the Origin-Destination pair and the entire road network. The proposed optimization framework is capable of improving the road network to its highest possible reliability level with a minimum scale of road network expansion.

Abstract: Automated visual inspection (AVI) is becoming an integral part of modern surface mount technology (SMT) assembly process. This high technology assembly, produces printed circuit boards (PCB) with tiny and delicate electronic components. With the increase in demand for such PCBs, high-volume production has to cater for both the quantity and zero defect quality assurance. The ever changing technology in fabrication, placement and soldering of SMT electronic components have caused an increase in PCB defects both in terms of numbers and types. Consequently, a wide range of defect detecting techniques and algorithms have been reported and implemented in AVI systems in the past decade. Unfortunately, the turn-over rate for PCB inspection is very crucial in the electronic industry. Current AVI systems spend too much time inspecting PCBs on a component by component basis. In this paper, we focus on providing a solution that can cover a larger inspection area of a PCB at an!
y one time. This will reduce inspection time and increase the throughput of PCB production. Our solution is targeted for missing and misalignment defects of SMT devices in a PCB. An alternative visual inspection approach using color background subtraction is presented to address the stated defect. Experimental results of various defect PCBs are also presented.

Abstract: The intrinsic characteristics of data mining are being inculcated in the market of microfinance. The use case that is brought under our consideration is of Currency Exchange. The idea was conceived and perceived by the current financial crises in the world market in the year 2008-09.The financial recession in world wide compelled individuals to think and start micro businesses rather than macro businesses. In our paper we conceived and designed some algorithms by using data mining techniques to have general micro currency exchange businesses for a developing country. Our algorithm processes two years historical data of currency rates and applies data mining strategies. The "Median Method" and "Rise & Fall Method" with probabilistic approach are being presented. It can be applied to N year's data with unless desired results are achieved. This is to give best choice to micro currency business men to take decision either to buy or to sell currency. Some previous curre!
ncy rates (i.e. Ups & Down) are also recorded from a popular bank of Canada & currency open markets as a proof of concept using our algorithm. The statistical and graphical analysis are being made on the data .Our algorithm can be efficiently used by all those who wish to initialize a small business (Cottage Industries) with a profitable income with less investment. Our research will lead to a new dimension in the fields of Micro finance and Data mining.

Title of the Paper: Reliability of Automated SCADA based Power System

Number of paper pages: 16
Abstract: The Power Generation, Power transmission & Distribution attract equal investments. The utilities have started investing increasingly in various Distribution Automation tools for both cost reduction & service benefits. One major tool available for Power Utilities is the Supervisory Control & Data Acquisition ( SCADA ) System that enables to remotely monitor, coordinate, control & operate distribution components, equipment & devices in a Real time mode from remote locations with acquisition of data for analysis & planning from one central location. Distribution Automation through SCADA Systems directly leads to increased Reliability of power for the consumers. Reliability of a SCADA System is the probability that the system uninterruptedly perform specified functions accurately during the stated interval of time on a condition that the system is used in a specified environment. If one failure in 5years for a SCADA System is affordable then the failure rate would tra!
nslate to 2.28*10 -5 failures per hour. The Markov model system failure rate is based on Product series of the individual components and the system. The Reliability of the series system turns out to be lower than the weakest component. This paper first discusses the component reliability and the reliability of interconnected systems for the components of SCADA processor, front end processor, Ethernet, Router, Gate, Operator workstation, Fiber optic data link, Software & communication interfaces to RTU etc. The component selection is important for two reasons. Firstly, the system performance or the system response time is related to the performance of the components in the sense that system response times may be reduced by the use of components, which have shorter service times. Secondly, the system reliability is related to the reliabilities of the components of the system. Therefore, if one component has a longer mean time between failures than a second component then it i!
s more reliable than the second component. Hence, the components must
be selected not only to give acceptable system response times for a specified volume of messages but also to give acceptable system reliability. Also this paper gives insight how to increase the reliability & avoid redundancy.

Abstract: The quantitative assessment of the change of gait symmetry has played a very important role in the clinical diagnostics. This paper investigated the application of an advanced hybrid machine learning approach such as the combining kernel-based principal component analysis (KPCA) with support vector machine (SVM) to evaluate the change of gait symmetry quantitatively based on the basic idea that the discrimination of the functional change of between human lower extremities can be hypothesized as binary classification task. More nonlinear principal components extracted by using KPCA were employed to initiate the training set of SVM, which could enhance the generalization performance of SVM. The foot-ground force gait data of 24 elderly participants were acquired using a strain gauge force platform during normal walking, and were analyzed with our proposed model(i.e. KPCA-based SVM). The test results demonstrated that , when compared to the ANN-based classification m!
odel, our proposed technique with superior classification performance could discriminate difference between the right and left side gait function of lower limbs accurately, and that more principal components extracted by KPCA with polynomial kernel could capture more useful information about intrinsic nonlinear dynamics of human gait in comparison to the some key gait variables selected. The proposed hybrid model could function as an effective tool for clinical diagnostics in the future clinical circumstance.

Abstract: Textual substitution methods, often called dictionary methods or Lempel-Ziv methods, after the important work of Lempel and Ziv, are one-dimensional compression methods that maintain a constantly changing dictionary of strings to adaptively compress a stream of characters by replacing common substrings with indices (pointers) into a dictionary. Lempel and Ziv proved that the proposed schemes were practical as well as asymptotically optimal for a general source model. Two-dimensional (i.e. images) applications of textual substitution methods have been widely studied in the past. Those applications involve first the application of a linearization strategy to the input data, and then the encoding of the resulting monodimensional vector using LZ type one-dimensional methods. More recent strategies blend textual substitution methods with Vector Quantization. In this paper we discuss the textual substitution methods for image compression, with particular attention to the!
AVQ class of algorithms, and review recent advances in the field.

Abstract: A new detection algorithm for decoding multiple-input multiple-output (MIMO) transmission is proposed and analyzed. The method is based on combining sphere decoding (SD) and zero forcing (ZF) techniques. The proposed method performs a fixed number of operations to detect the signal, independent of the noise level, and hence provides a fixed complexity near optimal performance. The algorithm is especially suited for systems with a large number of transmit antennas and allows efficient implementation in hardware. The high efficiency of this algorithm is obtained by limiting the number of overall SD iterations. Moreover, in the proposed method matrices with high condition number are more likely to undergo SD.

Abstract: This paper shows a methodology for assessment and optimization of induction electric motors aiming energy conservation, through substitution of older electric motors by high-efficiency ones, including motor resizing, aided by computer simulation. Energy Diagnosis aims to provide the client with a decrease in electric energy costs, not only a decrease in demand, but as well as a decrease in consumption. This study and its application were carried out through the Electric Energy Efficiency Program promoted by the Brazilian Electric Energy Agency. These programs, which can be financed by the utilities, arouse the interest for the implementation of energy efficiency projects. Once the electric motor is an equipment of final use strongly present at industry, it is subject to new substitution, bringing satisfactory results when the diagnosis is carried out in a consistent way and following coherent procedures for its validation. The methodology adopted for the substituti!
on of these motors included an initial study, by means of measurements of electrical parameters, through the use of a power quality analyzer. Afterwards, by using a particular simulation software, the operating conditions of the electric motor and the expected economy obtained by the use of high-efficiency motors were estimated. When necessary, the motor resizing analysis provides the best rated power for the drive. The motor substitutions carried out in this motor drives efficiency improvement program resulted in yearly savings of 3.1 GWh, equivalent to 4.52% of the previously required energy.

Abstract: Transmission and distribution networks are increasingly affected by sensitive loads, considering the increase of power electronics based equipment and devices. For keeping under control power quality parameters, for instance, harmonics, sags, swells, flicker, reliable measurements performed at high voltage level are necessary. This kind of measurement is performed using high voltage transducers. Considering present technical standards on this subject, for instance IEC 61000 series [1] and ANSI/IEEE Standards, one can find that calibration procedures for transducers, are not yet defined in those standards. This paper proposes calibration procedures and an experimental setup for generation of the required high voltage waveforms, and shows an example of calibration performed in a real high voltage transducer.

Abstract: Product development in highly competitive times frequently implies very short time-to-market deadlines and product designs that need to deliver high performance at low investment and operation costs. These conflicting objectives can sometimes be accomplished by starting from existing designs and optimizing for better performance defined by some set of excellence criteria. This paper develops a systematic procedure that starts by using a 3D scan of the existing design, defines an efficient shape parameterization for the part of the object that shall be redesigned, and develops an evolutionary shape optimization model. This is accompanied by developing a numerical workflow to handle this demanding process and an implementation that provides solutions in reasonable computer time. The workflow is developed based on existing specialized applications for geometric modeling, numerical analysis, finite-element simulations, and optimization, and therefore makes a rather het!
erogeneous system. It uses and runs different applications on the 'as-needed' basis and provides for corresponding synchronization and data mining. The procedure is in this paper applied to the optimum design of 2D airfoils for wind-turbine blades.

Abstract: Individual¡¦s behavior on privacy protecting is affected by not only the personal psychological factors, but also the external influences. However, the latter was always ignored in previous researches. For investigating how the external factors affect one¡¦s privacy concern on privacy protection and restrain related behavior, this study applied perceived behavior control to modifying previous privacy model. In the meantime, a hypothesized model was proposed to interpret how internal and external factors influenced individual¡¦s behavior on privacy-protecting. The result of this study also indicated the significant relationships between personal privacy perception and perceived behavioral control.

Abstract: A complex network of Euler-Bernoulli beams is studied in this paper. As for this network, the boundary vertices are clamped, the displacements of the structure are continuous but the rotations of different beams are not continuous at the interior vertices. The feedback controller are designed at the interior nodes to stabilize the elastic system. The well-posed-ness of the closed loop system is proved by the semigroup theory. By complete spectral analysis of the system operator, the distribution of spectrum, the completeness and the Riesz basis property of the roots vectors of the system operator are given. As a consequence, the asymptotical stability of the system is derived under certain conditions.

Abstract: In the real situations, decision makers are often faced to a plurality of objectives and constraints in a world of imprecise data about the preferences of agents, the local constraints and the global environment. In a fuzzy environment, fuzzy linear programming (FLP) and fuzzy goal programming (FGP) problems incorporate fuzzy objective functions and constraints, fuzzy parameter and variable sets. Mathematical operators are used to aggregate the fuzzy objective functions and constraints. The optimal solution corresponds to the maximum degree of the membership function in the decision set. The resolution of the multi-objective FLP consists in reducing the vector optimization of objective functions to a single objective. Weighted goal programming problems consider the relative importance of objectives. This contribution surveys essential techniques with numerical applications to simple economic problems. The computations are carried out using the software Mathematica!
7.0.1 and the subpackage Fuzzy~Logic 2, from which selected primitives are proposed.

Abstract: Abstract:-The purpose of this study is to explore the application of nanotechnology to prepare optimal vectors for drug delivery systems and for gene therapy delivery. We first review various types of drug delivery systems as vectors and then to explore nanovecotrs in gene therapy. By reviewing relative literature, we found out that nano drug vectors can be administered by all possible routes of administration and will revolutionize both gene therapy and the in vivo delivery of drugs. Three relative cases, inclusive of C Montemagno's study on a biomolecular motor in Cornell University, were explored. The results show that applying nanotechnology will provide preparing delivery vectors for both drug delivery and gene therapy another promising implication.

Abstract: During the past thirty years, the evaluation of incremental losses in transmission systems has been widespread around the world encompassing a fundamental task in order to solve the well-known economic dispatch problem. Nowadays, incremental losses or computation of penalty factors has gained a new relevance allocating transmission losses among market participants being integrated in the spot pricing model. Nevertheless, vagueness in power injections from load demand and renewable resources has a fundamental influence on transmission incremental losses, and consequently affecting spot prices of the energy. This paper presents a new method to compute Incremental Transmission Loss (ITL) factors taking into account the effect of uncertainty on power injections due to measurement errors or future estimation. Fuzzy Set Theory is applied to deal with vagueness of information about power injections. The proposed technique provides a broad spectrum of feasibility of increm!
ental losses in order to perform operational planning tasks by Transmission System Operators or network regulators. A 3-bus system is used to illustrate the proposed methodology.

Abstract: The object of the present study is the kinetics of cement strength development using different cement and aggregate types. The model that has been developed uses the following data: (1) Composition of cement. (2) Mineral composition of clinker. (3) Cement fineness. (4) Early, standard and long-term strength data. (5) Aggregates nature. The parameters of the model are constituted by: (1) The hydration rates of the mineral phases of clinker that are a function of the cement fineness. (2) The contribution of each phase to the cement strength. As far as the hydration of phases is concerned first order kinetic has been used. The parameters of the model were calculated through fitting to experimental points of strength for the cement types CEM I and CEM II A-L produced in the factory of HALYPS. Siliceous and calcareous aggregates were utilized. The effect of the clay, sometimes existing in the concrete aggregates is also investigated and incorporated in the mathematical!
treatment. . The impact of the aggregates type on the mortar strength development and variance is linked with physical characteristics of the aggregates. The mathematical model can be utilized for the cement composition design, as well as a quality control tool for regulation of the current production

Abstract: Speech and emotion recognition improve the quality of human computer interaction and allow easier to use interfaces for every level of user in software applications. In this study, we have developed two different neural networks called emotion recognition neural network (ERNN) and Gram-Charlier emotion recognition neural network (GERNN) to classify the voice signals for emotion recognition. The ERNN has 128 input nodes, 20 hidden neurons, and three summing output nodes. A set of 97920 training sets is used to train the ERNN. A new set of 24480 testing sets is utilized to test the ERNN performance. The samples tested for voice recognition are acquired from the movies "Anger Management" and "Pick of Destiny". ERNN achieves an average recognition performance of 100%. This high level of recognition suggests that the ERNN is a promising method for emotion recognition in computer applications. Furthermore, the GERNN has four input nodes, 20 hidden neurons, and three outp!
ut nodes. The GERNN achieves an average recognition performance of 33%. This shows us that we cannot use Gram-Charlier coefficients to discriminate emotion signals. In addition, Hinton diagrams were utilized to display the optimality of ERNN weights.

Abstract: The decision-based models for maneuvering target tracking were studied in this paper. Focusing on the problem of dissatisfied with single model tracking and the optimal model-set is difficult to design of the multiple-model (MM) algorithm, we modified the ¡°current¡± model, and proposed an adaptive single model (ASM) to track angular motion. The united velocity-acceleration estimation-based and direct measurement-based decision algorithms for model-switching were provided and discussed. At the same time, we discussed the question of the thresholds setup, and gave a significance test method based on hypothesis testing theory. Simulation results showed that the tracking performance of this new adaptive single model is stationary, and is improved much more than the ¡°current¡± model, also better than the interacting multiple-model (IMM) for strong maneuvering target tracking. Furthermore the computational load of the new model can be less than that of IMM.

Abstract: Abstract:- Finite element computational model was developed to simulate impact behaviour and predict the failure response of carbon fibrous composite panels subjected to low velocity drop-weight impact. Mathematical formulations consisting of constitutive relation of fibrous composite laminates were introduced. Equations for drop weight phenomena were developed and failure criteria proposed by Hashin were also introduced. Triangular Finite Element Method (FEM) was chosen to perform simulation in commercially available software ABAQUS incorporating drop-weight velocity amplitudes in time-domain with various input parameters. To improve convergence, triangular element system along with adaptive meshing technique was employed to mesh the regions of high stress gradient with fine meshes and coarse meshes for the rest. Computed stresses were used in Hashin failure criteria and compared against ultimate stresses. Most of the results from the available literature and !
found to be in good agreement. However, as expected, some values of acceleration parameters were very large. As they were computed from second order derivates, divided by very small time step size produced such larger values. Therefore, a four-point moving average filter was applied to smooth 'noise' from the results. Some of the results from failure threshold loads were selected and included in the form of tables, contour plots and graphs.

Abstract: Marketing departments handles with a great volume of data which are normally task or marketing activity dependent. This requires the use of certain, and perhaps unique, specific knowledge background and framework. This article aims to introduce an almost unexplored research at marketing field: the ontological approach to the Database Marketing process. We propose a framework supported by ontologies and knowledge extraction from databases techniques. Therefore this paper has two purposes: to integrate the ontological approach into Database Marketing and to create a domain ontology, a knowledge base that will enhance the entire process at both levels, marketing and knowledge extraction techniques. In order to structure and systematize the marketing concepts, Action Research methodology has been applied. At the end of this research the ontologies will be used to pre-generalize the Database Marketing knowledge through a knowledge base.

Abstract: Irregular distribution of precipitation in time and space in north part of Iran results in frequent flooding. Two extreme floods have occurred in north eastern part of Iran in year 2001 and 2002 (August) which had not been reported till that time. These catastrophes resulted in loss of human and properties. In spite of research and executive works on floods, still flooding occurs in northern part of Iran. Therefore flood disaster management and flood prevention must be revised in this region. Due to insufficient gauging stations in this region, regional flood frequency analysis was applied. For each homogenous region flood model for different return period was developed. Percent areas of NDVI classes besides other parameters were used in developing models as independent variables. The result showed influence of this parameter on flood in some return period.

Abstract: Control valve stiction is the most commonly found valve problem in the process industry. Quantification of the actual amount of stiction present in a loop is an important step that may help in scheduling the optimum maintenance work for the valves. In this paper, a Neural-network based stiction quantification algorithm is developed. It is shown that the performance of the proposed quantification algorithm is comparable to other method whereby accurate estimation of the stiction amount can be achieved even in the presence of random noise. Its robustness towards external oscillating disturbances is also investigated.

Abstract: Four-leg inverters are used in critical applications like UPS systems and satellite earth stations. Consequently, generation of balanced voltages, with sinusoidal waveform, is necessary for these inverters. Most papers dealing with 4-leg inverters suggest classic controllers, such as PI controller, for the system. However, the transient performance of the closed-loop system does not become, accurately, adjustable and acceptable, in some cases. On the other hand, adaptive control of 4-leg inverters has not yet been discussed in the literatures. This paper proposes Pole Placement control strategy, via state feedback, for the 4-leg voltage-source inverters to adjust the transient performance of the closed-loop system. In addition, a STR (Self-Tuner Regulator) is introduced to guarantee the adaptive performance of the controller in the presence of unbalanced time-variant RL loads. Simulation results validate the theoretical results and proposed control strategy.

Title of the Paper: A Novel Wavelet Coefficient Thresholding Based on Time-Frequency Adaptation for Speech Enhancement

Abstract: In this paper, we propose a novel wavelet coefficient threshold (WCT) based on time-frequency adaptation for providing speech enhancement robustness to non-stationary and colored noise. Different from the conventional methods in threshold choosing, e.g. invariant threshold and time-variant threshold, the proposed WCT is adapted by both time and frequency information. In order to further improve the intelligibility of the processed speech signal, we apply appropriate wavelet thresholding according to voiced/unvoiced decision. In order to suppress the appearance of musical residual noise produced by most speech enhancement systems, we consider masking properties of human auditory system to reduce the effect of musical residual noise. Simulation results showed that the proposed system is capable of reducing noise with little speech degradation and the overall performance is superior to several competitive methods in both objective and subjective evaluations.

Abstract: We present the model of a first digital synchronous sequential circuit, i.e. 1-bit synchronous counter, which is about to be realized within the living cell. Mathematical model was constructed upon gene expression based logic with ordinary differential equations (ODEs), particularly Hill equations. The behaviour of the counter was simulated in Matlab/Simulink environment. With the promising simulation results presented in the paper physical realization of the circuit described within the living cell can be initiated. Introduction of synchronization with a special signal, i.e. clock signal, brings many benefits to the field. Realization of such circuit would therefore present an important step toward the construction of complex biological information processing capable systems.

Abstract: : Efficient supply chain management is crucial for survival and success in a turbulent world. Current economic crisis increases its importance even further. The paper reviews latest findings in the most relevant areas, namely the importance of a proper supply chain strategy that is a pre-condition for business process renovation and mitigation of supply chain connected risks. Performance measurement is also a pre-condition for proper management. Supply chain frameworks and standards that provide guidelines in facing those challenges are reviewed. Finally, the benefits of supply chain informatization are shown.

Abstract: This paper focuses on the electricity field in Jeddah city. It is devoted to predicting and economically scheduling the needed number of electric transmission/distribution substations for long-term time horizon (10 years). Forecasting is based on predicting the electricity total demand in each year and then finding the needed number of substations for each year. The forecasting is used to predict the projected annual total consumptions for years from 2009 to 2018 using an artificial Neural Network (ANN) depending on the historical data for six predictor variables for the time period 1979-2008. Scheduling is based on a dynamic programming model under the constraints of needed demand and budget availability. The objective function is to minimize the total cost; the decision variables are the number of transmission/distribution substations to be built in each year (stage). The state of the system is the number of transmission/distribution substations still require!
d in remaining years. The optimum schedule for constructing and operating the substations is found and compared with the conventional method of scheduling used by the company. The comparison is based on the net present value for both alternatives. The net present value (NPV) = 1446.783 and 1748.981 millions Saudi Riyals (SR) for the optimal and the conventional schedules, respectively. So the NPV for the optimal schedule saves SR 302.198 millions, i.e. about 17% over the planning horizon of the next 10 years.
