Abstract: The UE citizens' judicial education currently displays a maximal importance: it influences all aspects of life, both on the personal level and on the patrimonial level. Therefore, it is very useful to become acquainted with the procedural instruments that we have at our disposition in order to defend the community rights. According to art. 220 of the EC Treaty, the Court of Justice of European Community shall ensure the achievement of the objectives. in this establishing act of the European Community. This Treaty includes a number of procedures that protect fundamental rights and principles of the community legislation. Direct effect and state liability are two principles developed by the European Court of Justice whereby the fundamental principles of the community legislation are applied; in this paper we will explain how these instruments function in support of the European Community citizens. This paper has been focused in Human rights and Minorities law on Urba!
n communities. The main aspect of this paper is on taking approaches and solutions in Minorities law and generating these laws to all of Urban Communities. Challenges in law and rights of Human societies and especially in minorities are discussion subjects of this paper.
