Abstract: This paper demonstrates the superior effectiveness of utilizing the artificial search technique to ascertain parameters optimization of power system stabilizer (PSS), contemplating proportional-integral-derivative controller (PID) for a multi-machine power system, compared to the customary Ziegler-Nichols method. As the PID - PSS parameters are also tuned by the Ziegler-Nichols method at the same operating point. Its effectiveness is presented using four machines power system. Acquire settings of PID - PSS which meliorate damping frequency of system are optimized by minimizing an objective function using Particle Swarm Optimization, an artificial search technique. The results convey eminent efficiency of the proposed PSO based PID controller.

Abstract: Color correction is a necessary operation in multi-view video processing, because color tends to be influenced by camera characteristic, surface reflectance or scene illumination. To achieve high-quality correction results, a new color correction method, based on the theoretical model of multi-view imaging and image restoration, is proposed in this paper. Considering the illumination problem in multi-view imaging, foreground and background regions are separated from images and dominant color extraction is used only for background regions of reference and input images, so that uniform reference surface information is used. Then, color correction is extended to video sequences with a tracking approach. Furthermore, an objective performance evaluation is proposed to evaluate the color correction. We present a variety of results for different test sequences, arguing that background-based method outperforms foreground-based method, and better subjective and objective vi!
sual effect can be achieved for images as well as videos.

Abstract: In this information age, knowledge plays an important role to improve people's standard and quality. Therefore e-learning has become increasingly important as instruments for organizations as it supports the attributes of knowledge sharing and dissemination. Conventional learning that applied nowadays in most universities has been assumed, by educators to restrict learners from accessing knowledge and information from outside world. This condition has bound the learners from improving their education standard. So e-learning has become the best solution to all organizations in conducting their training effectively. Problems faced by universities also can be solved with e learning that educators and students from around the world can communicate together without boundary. This paper was written in accordance with the analysis and evaluation of a survey being carried out among the undergraduates of University of Malaya (UM). Throughout the survey, a total number!
of 200 respondents from various faculties had contributed to the questionnaires distributed for data elicitation. The research focuses on the e learning from the perspective of factor that affects e learning, effectiveness and awareness. In short, this paper highlights the output of a survey on the effectiveness of e-learning among the undergraduates in UM based on the factors such as (1) Cost/Time Saving, (2) Allows for self-scheduled learning, (3) Ease-of-use, (4) More Interesting, (5) Learning Materials are up-to-date and (6) Interactive Learning. Besides, this research article will also emphasize on the potential of e-learning in the future.

Abstract: we present in this paper an automatic system of urban road extraction from satellite and aerial imagery. Our approach is based on an adaptive directional filtering and a watershed segmentation. The first stage consists of an automatic procedure which adapts filtering of each block band to the dominant direction(s) of roads. The choice of the dominant direction(s) is made from a criterion based on the calculation of a factor of direction of detection. The second stage is based on watershed algorithm applied to a Shen-Castan gradient image. This process provides a decision map allowing correcting the errors of the first stage. A ratio of surface on perimeter is used to distinguish among all segments of the image those representing probably roads. Finally, in order to avoid gaps between pieces of roads, the resulting image follows a treatment, based on proximity and colinearity, for linking segments. The proposed approach is tested on common scenes of Landsat ETM+ and!
aerial imagery of the city of Agadir in Morocco. The experimental results show satisfactory values of completeness and correctness and are very prominsing.

Abstract: This paper introduces a coarse-to-fine algorithm for 3D registration that uses an alternative 3D Shape Representation: CIRCON (Cylindrical Image of Radial CONtours). Two point clouds can be aligned using their corresponding circon images for searching for correspondences. In order to accelerate this search, a coarse-to-fine approach based on wavelet image decomposition will be applied to the circon images. This permits to reduce, for each resolution level, the amount of indexes to be evaluated. The information obtained by the surface matching process is then used for calculating a coarse transformation (translation and rotation) between both surfaces; in such a way that two point clouds whose relative pose is unknown can be aligned.

Abstract: The paper presents the systemic structure of the Romanian knowledge network in the area of integrated engineering of products and processes – INPRO. The systemic structure of the network is presented using IDEF0 functional modelling language. Such a structure underlines the possibilities of continuous improvement of the network. Teamcenter software and a complex database are the main elements of network functioning. A specific research methodology for projects carried out in the network system is presented. A research example (done in network frame) from cutting tool area shows the possibilities and advantages of the methodology. Abstract: Our present knowledge of Permian and Triassic occurrences of fossil charcoal, as direct evidence of palaeo-wildfire, is summarized. These data show that contrary to previous assumptions at least for the Permian a more or les continuous fossil record of charcoal exists. Permian gaps in the fossil record of charcoal are very likely to be explained by taphonomic biases and can not be linked to changes in atmospheric oxygen concentrations. In contrast the record of Triassic charcoal seems to be extremely scarce and this scarcity may be linked, at least to some extent, to rather low oxygen levels. However, parallel to the delayed recovery of terrestrial vegetation after the mass extinction at the Permian-Triassic boundary the fossil record of charcoal improves from the Ladinian up to the Rhaetian, contrary to a drop in atmospheric oxygen concentrations reconstructed by geochemical modeling. Probably a simple correlation between atmospheric oxygen concentrations and the !
fre-quency and intensity of naturally occurring wildfires may not be as easily linked to the abundance of fossil charcoal as proposed earlier. Additional factors like taphonomical filters should be taken into account whenever it is attempted to use the frequency and abundance of fossil charcoal as evidence for changes in atmospheric oxygen concentrations.

Abstract: Proper and effective Software Project Management (SPM) is usually the most important factor in the outcome of a project for many companies in "modern graphical printing industry production" (MGPIP) and their project engineers and managers [7]. Article opens new analytical directions for proper management of the software project in MGPIP, which can be one of the important reasons for success. By using effective project management techniques a project manager can improve the chances of success in graphical printing production. Problem is how to analytically combine these techniques into a practical and best effective workable process? For effective solution one need a balanced process that covers the management and production of the entire project from inception to completion. This work proposes that only few simulation models (and stochastic simulations) can analytically (and on scientific research basis) solve specific management and engineering organisational, con!
trolling and monitoring problems of SPM in MGPIP. Mentioned simulation models are bases for simulations of components of whole graphical production process, from digital records arrivals to finished printing plate. Why to simulate components of whole graphical production process, from digital records arrivals to finished printing plate? Possible important answer is that nowadays MGPIP is in a time of big changing of (especially "mass printing") production technology in a way of to integration traditional printing with digital printing, and moving in the space of digital printing for internet, intranet and for wide web systems usage [5]. Abstract: The reuse of treated wastewater is considered as an alternative disposable to potable water in the mediterranean agriculture and landscape, namely in golf courses. Bermuda grass (Cynodon dactylon, Peers) is used very often on the fairways, roughs and tees of golf courses of the Mediterranean Basin due to its tolerance to drought, salinity, high temperatures and damages. The objective of this work is to study the response of this cultivar to the combined effects of municipal wastewater and two levels of potassium fertilization, during Spring and Summer. The experimental design known as sprinkle point source was used to simulate the various levels of wastewater application, expressed by the crop coefficient kc. This procedure is characterized by the assumption that a point creates a linear irrigation gradient from the water point source, producing a gradual change in water application, and a high degree of irrigation uniformity must be obtained in parallel isohyets. !
Chemical analysis of wastewater irrigation water was monitored through all the experimental period (from April to September). Climatic data was also recorded. Yield (aboveground biomass) and the good visual appearance (GVA) of the lawn were assessed in two sampling dates, May and July. Municipal wastewater can be used to irrigate Bermuda grass, without an apparent decrease on grass quality. As concluding remarks, it may be seen that the irrigation water amount is the most pronounced limiting production factor of bermuda grass (Cynodon dactilon, Peers), when compared with potassium fertilization, but it is possible that there is a positive interaction between water and irrigation. This response is modulated by evaporative air conditions since lower yields were obtained in summer. On the other hand, if the potassium fertilization is increased, two situations may occur: 1) with high amounts of water application, leaching problems may occur, mainly on sandy soils,!
and production may decrease; 2) if potassium fertilization increases,
and irrigation water decreases, yield decreases due to the increase of salinity (potassium fertilizers are salts), mainly on salt affected soils.

The objective of this work is to study the response of this cultivar to the combined effects of municipal wastewater and two levels of potassium fertilization, during Spring and Summer. The experimental design known as sprinkle point source was used to simulate the various levels of wastewater application, expressed by the crop coefficient kc. This procedure is characterized by the assumption that a point creates a linear irrigation gradient from the water point source, producing a gradual change in water application, and a high degree of irrigation uniformity must be obtained in parallel isohyets. !
Chemical analysis of wastewater irrigation water was monitored through all the experimental period (from April to September). Climatic data was also recorded. Yield (aboveground biomass) and the good visual appearance (GVA) of the lawn were assessed in two sampling dates, May and July. Municipal wastewater can be used to irrigate Bermuda grass, without an apparent decrease on grass quality. As concluding remarks, it may be seen that the irrigation water amount is the most pronounced limiting production factor of bermuda grass (Cynodon dactilon, Peers), when compared with potassium fertilization, but it is possible that there is a positive interaction between water and irrigation. This response is modulated by evaporative air conditions since lower yields were obtained in summer. On the other hand, if the potassium fertilization is increased, two situations may occur: 1) with high amounts of water application, leaching problems may occur, mainly on sandy soils,!

Abstract: Proper Orthogonal Decomposition (P.O.D.) is a technique used for analysis of vortex structures in a turbulent flow. In this study, complex shear flows are observed by P.I.V. measurements (Particle Image Velocimetry) of a large diameter ratio annular jet. The annular jet is an example of complex shear flow situations. Two axisymmetric shear layers, originating at the jet exit, one at the nozzle lip and the other at the centre body, eventually meet downstream or interact with each other. The main aim of this study is to observe and analyze the effects of active control using acoustic waves on an annular jet with a great diameter ratio (r= 0.91), in order to find a new way to reduce jet instabilities. This contribution discusses the application of Proper Orthogonal Decomposition to the P.I.V. (Particle Image Velocimetry) velocity fields of an annular jet and on a statistic of time resolved tomographic images of the initial zone of the annular jet. Acoustic waves are t!
hen applied on the annular jet with different frequencies (fundamental, first harmonic…). Measurements are conducted with a Reynolds number ReDo=107800. The fluctuation frequency of the stagnation point is known for this Reynolds number. The Strouhal number corresponding to this frequency is StDo = 0.27. The P.O.D. analysis applied on a natural annular jet and an excited annular jet enables us to see the importance of the triggering of the acoustic wave with the stagnation point motion. An active control is therefore necessary to use acoustic excitation to reduce instabilities in the initial zone of these turbulent jets. Active control has already been used with round jets and has given promising results, but only a few studies have been conducted on annular jets in this field. This work will permit us essentially to have a better knowledge of annular jets and to meet manufacturers' needs.

Abstract: This is an approach to provide signal processing learners two gateways between the programming languages C++ or C# and Octave mathematical software. They have been named coPAS and monoPAS, and have been developed in free software by the PAS research group at the University of Deusto (Spain). These gateways are developed with the shape of API, and have been made available to students doing degrees in Electronics and Telecommunications Engineering, so as to assist them in their lab training in signal processing, as well as for the drafting of their final projects. . They are very useful to research developments as well, not to rewrite existing code. The aim is to enable students to rapidly develop applications of signal treatment by using experience and simplicity in the design of graphic interfaces in the above-mentioned programming languages, which are widely used in engineering. Finally, it is important to stress the free-software nature of the developed gateways:!
as no license is necessary, student access to this program of scientific calculus is easier. The interest of this APIs increases according to the student's satisfaction. The PAS group has made several polls obtaining an average of 8.3, this has promoted the idea of new bridges. Exactly, the next step is the combination of Octave with other languages such as Python or with other platforms such Linux. The compatibility in a higher level is the next research. Hence, this research Group is actually working into other approaches, focused on biomedical applications.

Abstract: In this paper, an automatic determination algorithm for nuclear magnetic resonance (NMR) spectra of the metabolites in the living body by magnetic resonance spectroscopy (MRS) without human intervention or complicated calculations is presented. In such method, the problem of NMR spectrum determination is transformed into the determination of the parameters of a mathematical model of the NMR signal. To calculate these parameters efficiently, a new model called modified Hopfield neural network is designed. The main achievement of this paper over the work in literature [30] is that the speed of the modified Hopfield neural network is accelerated. This is done by applying cross correlation in the frequency domain between the input values and the input weights. The modified Hopfield neural network can accomplish complex dignals perfectly with out any additinal computation steps. This is a valuable advantage as NMR signals are complex-valued. In addition, a technique ca!
lled "modified sequential extension of section (MSES)" that takes into account the damping rate of the NMR signal is developed to be faster than that presented in [30]. Simulation results show that the calculation precision of the spectrum improves when MSES is used along with the neural network. Furthermore, MSES is found to reduce the local minimum problem in Hopfield neural networks. Moreover, the performance of the proposed method is evaluated and there is no effect on the performance of calculations when using the modified Hopfield neural networks.

Abstract: E-government is an important issue which integrates existing local area networks into a global network that provide many services to the nation citizens. This network requires a strong security infrastructure to guarantee the confidentiality of national data and the availability of government services. In this paper, a framework for network intrusion detection systems is presented. Such framework utilizes data mining techniques and is customized for the E-Government Network (EGN). It consists of two phases: an offline phase in which the intrusion detection system learns the normal usage profiles for each local network domain, and a real time intrusion detection phase. In the real time phase, known attacks are detected at a global layer at the EGN perimeters while normal behavior is filtered out at a local layer defined for each LAN domain. Clustering is used to focus the analysis on the remaining suspicious activity and identify whether it represents new intrusive !
or normal behavior. This framework is intended to detect intrusions in real-time, achieve low false alarm rates, and continuously adapt to the environment changes and emergence of new behavior. This research is a development for the work presented in [22,23]. The main achievement of this paper is the fast attack detection algorithm. Such algorithm based on performing cross correlation in the frequency domain between data traffic and the input weights of fast time delay neural networks (FTDNNs). It is proved mathematically and practically that the number of computation steps required for the presented FTDNNs is less than that needed by conventional time delay neural networks (CTDNNs). Simulation results using MATLAB confirm the theoretical computations.

Abstract: This paper investigates the construction of guaranteeing cost dynamic output feedback controller for linear discrete-time delay systems with time-varying parameter uncertainties and with exogenous disturbances. A necessary and sufficient condition for a controller to have the guaranteeing cost property is given by a nonlinear matrix inequality. As a sufficient condition, a linear matrix inequality is derived, the solution of which can be used for constructing a control of the desired type. It is also shown that the resulted trajectory is input-to-state stable. A numerical example illustrates the application of the results.

The resulting placement solutions are targeted to meet all bundled-data timing constraints while providing efficient chip areas. Abstract: Presently, mobile handheld device has successfully replaced traditional telephone to become the most popular wireless communication tools. Mobile Short Message Service (SMS) and Multimedia Message Service (MMS) fulfill almost all the user requirements as an effective communication and information delivering service. Since SMS/MMS become so popular on daily communication, there is a demand to communicate or exchange confidential information in a secure environment. Public Key Infrastructure (PKI) is a proven solution, which using pairing of key, for secure communication encryption. In this paper, m–PKI is introduced to provide PKI encryption to the mobile SMS and MMS. This new approach allows the end-user to send private and classified message via SMS. The key pair generation and distribution are performed by the Certificate Authority (CA). The size of the key pair are studied and decided by the tradeoff between performance and security.

Abstract: In this paper, we provide an exact closed-form expression of the effective signal-to-noise ratio (SNR) for orthogonal frequency division multiplexing (OFDM) performance under the combined effect of the phase noise, frequency offset, and amplifier nonlinearities of the soft envelope limiter (SEL). A simplified approximate expression is also obtained for the effective SNR under certain conditions. This formula describes explicitly the various parameters with the system performance. After deriving the effective SNR, we evaluate the bit-error-rate (BER) for slowly fading Rayleigh channel for QPSK and 16-QAM modulation formats. We also obtain the minimum total degradation (TD) versus phase noise rate for different values of frequency offset rate as a criterion of performance evaluation. We show that the degradation is increased as the phase noise levels and frequency offset levels are increased. For 16-QAM modulation format, we have obtained even worse results compared !
with QPSK modulation format.

Abstract: There is a growing need for humans to perform complex remote operations and to extend the intelligence and experience of experts to distant applications. A blending of human intelligence, modern information technology, remote control, and intelligent autonomous systems is required. Telerobotics goes beyond autonomous control in that it blends in human intelligence and action as appropriate. It goes beyond teleoperation in that it incorporates as much autonomy as is possible or reasonable. Abstract: Abstract: An air bottoming cycle (ABC) was proposed in the 1980 decade as an alternative for the conventional steam bottoming cycle. In this cycle at the gas-air heat exchanger, thermal energy of exhaust is transferred to bottoming cycle. In fact, exhaust of topping cycle is using as a heat source for bottoming cycle. Nevertheless, higher power output in ABC cycle makes difficulties of gas to air heat exchanger and causes ABC power output limited in industrial applications. So ABC cycle, in compare with combined steam turbine cycles, is not favorable. In this paper, effect of steam injection on specific work promotion in combined ABC cycle is investigated by using a computer code. In the model, steam or water is injected in discharged of bottoming compressor. Corrosion reduction, specific work promotion of ABC gas turbine and reducing undesirable effect of higher ambient temperature are the advantages of using this method.

Abstract: In this paper, we propose a new method for computer aided detection of pulmonary nodules in X-ray CT images to reduce false positive rate under high true positive rate conditions. An essential part of the method is to extract and combine two novel and effective features from the original CT images: One is orientation features of nodules in a region of interest (ROI) extracted by a Gabor filter, while the other is variation of CT values of the ROI in the direction along body axis. By using the extracted features, pattern recognition techniques can then be used to discriminate between nodule and non-nodule images. Simulation results show that discrimination performance using the proposed features is extremely improved compared to that of the conventional method.

Abstract: The paper presents the most important characteristics of three types of healthcare systems in Europe â€" Beveridge, Bismarck and SemaÅŸko systems â€" and intends to analyse the healthcare system in Romania based on a comparison with the countries that initiated and are representative for these models (United Kingdom, Germany, Russia). In order to outline the image of the healthcare system in Romania, we used multiple regression models to emphasize the impact of economic and social determinants of health on certain indicators. Abstract: In this work a numerical model, which simulates the buildings thermal response and evaluates the indoor environment comfort, in transient conditions, is used in the application of an indoor greenhouse in the energy and thermal comfort performance in a kindergarten school building, in the South of Portugal, in Winter conditions. In the numerical simulation of the kindergarten school building, the 25 compartments, the 498 building main bodies and the 42 windows glasses, as well as two schools and three residential surrounding main buildings, are considered. This numerical model is applied in the evaluation of the kindergarten thermal behavior, using the indoor temperature field, and the occupants thermal comfort levels, using the PMV and PPD indexes. After to be compared the numerical and experimental indoor air temperatures field and identified the indoor thermal uncomfortable spaces, the numerical model is used in the evaluation of the indoor greenhouse performance!
, in order to increase the indoor air temperature and thermal comfort levels, using solar renewable energy, without increase of the kindergarten energy consumption. It is analyzed in detail the greenhouse ventilation operating time and the warm airflow transport way, using an internal ducts system or a corridor space, from the greenhouse to the indoor coldest spaces.

Abstract: This work presents a simple, flexible and economical microwire array electrode for extracellular cortical recordings. The proposed procedure is relatively simple, even for a novice worker to implement in-house. These main steps include design and sculpturing PCB, straightening microwires, connecting PCB pattern, arraying and soldering microwires and packaging the microelectrode. A practiced researcher can assemble the microelectrode in about two hours and implant it in approximately three. The mass of this assembled microelectrode is 1.96g. The cost of the materials in the entire array is less than US$1.5, and the array is suitable for implantation in the cortex of rats for neurophysiology studies. In this study, electrochemical impedance spectroscopy is also applied to measure the impedance and the phase between the electrode and the electrolyte, and then to obtain an equivalent circuit. The improved microwire array electrode is adopted to record the extracellular!
cortical signal of cerebrum. The microwire array electrode can be fabricated and used for multi-site, multiple single-unit recording experiments.

Abstract: The conversion of symbolic sequences into complex genomic signals allows using signal processing methods for the handling and analysis of nucleotide sequences. This methodology reveals surprizing regularities, both locally and at a global scale, allowing us to predict nucleotides in a sequence, when knowing the preceding ones. Such experiments have a major biologic significance, as they explore the possibility and the efficiency of error correction in processes like replication, transcription and translation.

Abstract: E-government is an important issue which integrates existing local area networks into a global network that provide many services to the nation citizens. This network requires a strong security infrastructure to guarantee the confidentiality of national data and the availability of government services. In this paper, a framework for network intrusion detection systems is presented. Such framework utilizes data mining techniques and is customized for the E-Government Network (EGN). It consists of two phases: an offline phase in which the intrusion detection system learns the normal usage profiles for each local network domain, and a real time intrusion detection phase. In the real time phase, known attacks are detected at a global layer at the EGN perimeters while normal behavior is filtered out at a local layer defined for each LAN domain. Clustering is used to focus the analysis on the remaining suspicious activity and identify whether it represents new intrusive !
or normal behavior. This framework is intended to detect intrusions in real-time, achieve low false alarm rates, and continuously adapt to the environment changes and emergence of new behavior. This research is a development for the work presented in [22,23]. The main achievement of this paper is the fast attack detection algorithm. Such algorithm based on performing cross correlation in the frequency domain between data traffic and the input weights of fast time delay neural networks (FTDNNs). It is proved mathematically and practically that the number of computation steps required for the presented FTDNNs is less than that needed by conventional time delay neural networks (CTDNNs). Simulation results using MATLAB confirm the theoretical computations.

Abstract: In this paper, an automatic determination algorithm for nuclear magnetic resonance (NMR) spectra of the metabolites in the living body by magnetic resonance spectroscopy (MRS) without human intervention or complicated calculations is presented. In such method, the problem of NMR spectrum determination is transformed into the determination of the parameters of a mathematical model of the NMR signal. To calculate these parameters efficiently, a new model called modified Hopfield neural network is designed. The main achievement of this paper over the work in literature [30] is that the speed of the modified Hopfield neural network is accelerated. This is done by applying cross correlation in the frequency domain between the input values and the input weights. The modified Hopfield neural network can accomplish complex dignals perfectly with out any additinal computation steps. This is a valuable advantage as NMR signals are complex-valued. In addition, a technique ca!
lled "modified sequential extension of section (MSES)" that takes into account the damping rate of the NMR signal is developed to be faster than that presented in [30]. Simulation results show that the calculation precision of the spectrum improves when MSES is used along with the neural network. Furthermore, MSES is found to reduce the local minimum problem in Hopfield neural networks. Moreover, the performance of the proposed method is evaluated and there is no effect on the performance of calculations when using the modified Hopfield neural networks.

Abstract: In welded connections, beam-end and panel zone (PZ) are the only sources to dissipate the seismic energy released during an earthquake. Energy dissipation at the PZ is accompanied by the inelastic shear deformation at PZ. In seismic codes, in order to reach to the maximum plastic rotation capacity of connection, the inelastic shear deformation is controlled by a balance condition with respect to the initiation of flexural yielding of beam flanges. Hence, connections are classified as weak, balance and strong panel zone connections. In the case of weak PZ, balance condition can be obtained by increasing the thickness of the column's PZ or using doubler plates. This study was aimed to obtain balance condition for connections with strong panel zones. Therefore, a circular hole was opened at the column web in the PZ region. A pre-tested post-Northridge connection which has a strong panel zone was modeled using finite element analysis. Then the effects of different diam!
eter holes on the behavior of this type of connection were investigated. Further, a function was proposed to determine the PZ shear yielding resistance in the presence of a circular hole in PZ. Analytical results showed that the column with a PZ hole ratio (hole diameter divided by PZ height) of 18% associated with a PZ hole of 50 mm radius and balance ratio of 0.81 appears to be the best configuration for increasing the PZ plastic rotation from 0.05% to 0.2%. This increase in plastic rotation capacity of PZ would only increase the total plastic rotation capacity of the connection by 10%. This indicates that a connection of this type also require modifications at the beam-end to increase both the total plastic rotation capacity and contribution of panel zone to the inelastic behavior of connection.
