Abstract: This article deals with the issue of European Union budget. Czech Republic is a member state since 2004 and is a net recipient for a whole period. This means, that the amounts provided for European budget by the Czech Republic are less than the amounts received from European budget. The revenues of European Union budget are Total national contributions, Traditional own resources and Other revenues. National contributions are as follows – Value added tax based own resource, Gross national product based own resource, so called United Kingdom correction, and Other payments from member states. Traditional own resources are Agricultural duties, Sugar levies and Customs duties. The expenditure of European Union budget in the Financial Framework 2007 – 2013 are provided into six areas – Sustainable growth, Preservation and management of natural resources, Citizenship, freedom, security, and justice, The EU as a global partner, Administration and Compensation. However the !
history of European budget is rather complicated. In the past were expenditure provided mostly into common agriculture policy, but the expenditure are provided into structural policy and cohesion policy in this time. In the previous Financial Framework 2000 – 2006 were expenditure provided into eight areas – Agriculture, Structural actions, Internal policies, External actions, Administration, Reserves, Pre-accession aid and Compensation. This article is focused on the analysis of revenues and expenditure of European Union budget, next on the analysis of the position of Czech Republic and other member states since 2000. The other topic of this article is the analysis of development of net positions of each member states. There is also a description and comparison of basic macroeconomic indicators (inflation rate, GDP, unemployment rate) with net positions for Czech Republic in this article.
