Abstract: Recently, Li and Hwang proposed an efficient biometrics-based remote user authentication scheme without storing the password tables. Their scheme uses random numbers to solve the problem of synchronized clocks. It also enables the user to freely choose or change their passwords. At the same time, they claimed that their scheme provides security, reliability and efficiency. However, we found that Li and Hwang¡¦s scheme is vulnerable to denial of service attacks. Therefore, in this paper we propose an improved scheme to solve this weakness.

Abstract: Computer simulation of evolutionary processes is already well established technique for the study of environmental, biological and economic dynamics. Use of algorithms for generation of virtual entities that will develop its functional and formal properties within the non-linear process of adaptation of complex system is a foundation for new point of view in understanding architecture and urban environment. This paper describes parametric approach in architectural design through elaboration of shift in paradigms in architecture that has brought to the idea of use of parametric modeling with emphasis on two different groups of parametric software and presents the possibilities of generative algorithms in modeling architectural form and development of cities and urban design.

Abstract: Construction and utilization of offshore wind farms is going to increase within the next years. So far the first German offshore wind farm was constructed and put into operation by “Alpha Ventus”. Experiences illustrate that bad weather conditions are the main cause for delays in transport, handling and installation of offshore wind farms. This can lead to extensive project delays up to several months. The main objective of current logistical research activities is the robust design of planning and control methods for offshore installations. In this study, the basic conditions and existing disturbances of supply chains for offshore installations are analyzed. Based on these results, a planning and control concept will be introduced. Additionally, a mathematical model using mixed integer linear programming (MILP) is developed. It calculates the optimal installation schedule for offshore wind farms by observing different weather conditions. The model can be used !
to reduce vessel operation times in dependence on seasonal or up-to-date weather forecasts.

Abstract: In practice, there are many defects that underground load model is built by using the traditional static load model in coal mine. To enhance the accuracy of load model, a new clustering method based on improved PSO algorithm is presented in this paper. This new clustering method is used to classify the load data in order to reduce the number of load model before modelling. Then, RBF neural network based on improved PSO algorithm is proposed to establish aggregate load model. Verified by an example, compared with traditional static load model, the method in this paper can greatly improve the accuracy of the model.

Abstract: In recent years, studies of location identification by mobile phone have been attracting a lot of attention. Especially, GPS contents of mobile phones are increasing for the purpose of various kinds of applications, such as games, navigations and so on. So far, many investigations have been carried out for the performance of conventional GPS devices, but few people study mobile phone GPS performance. In this paper, we measure and examine the performance of mobile phone GPS using various types of terminals of different venders under some environments. As for the performance improvement, we propose efficient methods and evaluate them for the methods including distance errors and direction errors of GPS. The reduction methods for such errors applying the group characteristics of mobile phones are also described.

Abstract: A black nickel solar absorber film with high absorptance in the solar spectrum (alfa) and low thermal emittance (epsilon) was electrodeposited on nickel films produced by the Watts solution on nanometric leveled C81100 copper. This high conductivity C81100 copper substrate was nanometrically leveled by electrochemical polishing to minimize textural surface effects as well as light trapping and optical losses. The nanometric leveled black nickel layer presented a thickness of (2.9 ± 0.1) micrometers and a selectivity (alfa/beta) of 11, against a selectivity (alfa/beta) of 8.9 for the non structured condition. The nanometric leveled black nickel presented a higher concentrated statistical dispersion of grain range size and lower nanometric RMS, a diameter deviation of 17 nm against 42 nm for the non structured condition. AFM and optical results confirmed that the nanometric size of black nickel grains and their grain size standard deviation are decisive factors to !
decrease the emittance and increase the final selectivity.

Abstract: As the energy demand used for space heating accounts for 78% of EU15 household delivered energy consumption significant reductions in energy demand can be achieved by promoting low energy buildings. Energy efficiency in buildings has become a key goal of any energy policy. Europe relies on the Energy Performance of Buildings Directive (EPBD), which has been converted by Flanders into the 'Energy Performance and Interior Climate' (EPB). Taking into account this Flemish EPB-standard (in terms of maximum U-values, E-level and K-value), Our study investigates three building types: the standard house, the low-energy house and the passive house. As more far-reaching measures concerning energy savings usually lead to higher investments, the aim of our study is to perform an economic analysis in order to determine the economic viability of the three building types [1].

Electroosmotic flow is widely used to transport and mix fluids in microfluidic systems. Electroosmotic transport in convergent divergent micronozzle is significant in many applications, such as biomolecular transport, DNA transport in cell patch clamps. The goal of this paper is to develop a theoretical model of electroosmotic flow in micronozzle to gain a better understanding of transport phenomena in microfluidics channels. Numerical study of electroosmotic flow through convergent divergent nozzle microchannels has been developed in this paper. The governing equations consist of a 2D Poisson-Boltzman equation and a 2D Navier-Stoke's equation with Electric Double Layer(EDL) field. The potential distribution of the EDL in the channel is ob!

Abstract: This paper is concerned with the plant modeling for the digital redesign of a continuous-time power system stabilizer PSS for the single machine power system using the so-called Plant –Input-Mapping PIM method. The traditional approach has been to use the bilinear transform (Tustin's method), but this gives numerical difficulties with large sampling intervals which are now becoming usual with modern control hardware. The proposed technique guarantees the stability for any sampling rate and takes the closed-loop characteristics into account. The proposed technique is successfully applied to the discretization of a continuous time PSS for single-machine power system. For comparison studies the proposed technique is compared with continuous-time PSS and Tustin's PSS. The simulation results show that the proposed digital redesign technique reflects the frequency and dynamic responses of the system more accurately as the continuous-time PSS. Also, they show that Tustin!
's method falls when sampling interval becomes larger while the proposed PIM method guarantees stability even with relatively slow sampling rates.

Abstract: In Malaysia, students will qualify to enroll into a Malaysian public university via three ways, that is, through three different entry requirement levels. The objective of this study is to investigate the performance of students of Universiti Teknologi MARA's (UiTM) Bachelor of Electrical Engineering Degree program based on the student's entry levels. We initiated a study of the longitudinal progress based on two consecutive intakes of matriculation students in July 2005 and July 2006. We applied the same methodology to two other consecutive intakes of Diploma July 2006 and July 2007 students' intakes. As a measure of the students' performance, we used the Cumulative Grade Point Average (CGPA) as the key performance index. In addition, this paper includes an overview of the Malaysian educational system. The outcomes of the research indicate that there is a relationship between the entry level and the final academic performance. Thus it can be concluded that the !
entry level requirement is an important factor in influencing the student's academic performance.

Abstract: In this paper we intend to evaluate the probability of development of interdisciplinary field of science as a result of finalized doctoral thesis. We assume that every finalized doctorate thesis can be described by a vector with three dimensions. First dimension is given by the position in the doctoral scientific field taxonomy (at national level), the second is set by the position in the advanced high education program taxonomy (ISCED 6-7) and the third dimension reflects the place occupied in an international scientific taxonomy. The relative positioning to the frontier of the new in the taxonomy's coordinates offer the opportunity to evaluate the distributions of the probability density for chosen dimensions by application of the Generalized EM and k-Means Cluster Analysis.

Abstract: The analysis of heart rate variability (HRV) demands specific capabilities which are not provided either by parametric or nonparametric conventional spectral estimation methods. The principle objective of this paper is to identify the intrinsic time scales that change with age and pathological conditions. The key part of the method is the Empirical mode decomposition, in which the complicated HRV data can be adaptively decomposed into a finite and often small number of intrinsic time scales. EMD decomposes half an hour HRV signal into nine intrinsic time scales. The average period and energy density function of intrinsic time scales are computed as time domain measures. As a specific application the method is applied to HRV of 20 healthy young control subjects, 20 healthy old control subjects, 20 congestive heart failure patients and 33 long term ST patients. The main advantage of this method is, it does not make any prior assumption about the HRV signal being anal!
yzed and no artificial information is introduced into the filtering method. The healthy young control subject's absolute and normalized energy scaling pattern provide a reference for detecting changes or differences in the scaling pattern of healthy old and patients groups. The results show that the average period and energy density of the lowest intrinsic time scale decreases with pathological conditions and aging. The average period of the lowest intrinsic time scale discriminates healthy control group and patients group with a sensitivity of 100% and specificity of 85%. The observed high sensitivity of the method makes it a promising approach to be used as a screening test in clinical practice for specific risk-groups.

Each type of data has its own unique features; therefore different data requires a different type of encryption algorithm. Most of the present day techniques are suitable for textual data and they are not suitable for multi- media content rich data such as images. Combined with nonlinear dynamic (chaotic) maps, a new algorithm is developed and applied to image based cryptosystems. In this proposed algorithm, we propose a pixel shuffling, base 64 encoding based algorithm, which is a combination of block permutation, pixel permutation and value transformation. In general, diffusion and permutation is performed in an iterative fashion. These two methods are opened and operated alternatively in every round of encryption process; at least four such chaotic sub keys are employed in every round of primitive encryption process. Decryption has the same structure, which!
operates in reverse order. The statistical analysis shows that the proposed algorithm has good immunity to various attacks and it is suitable for various software and hardware applications. A new approach is proposed to generate a random-bit sequence with a high degree of randomness. The proposed algorithm is a better alternative to satisfy the need for information security services. The performance analysis of the proposed new approach is tested for randomness by carrying out various testing rules and statistical test. Results of the various types of analysis are encouraging and imply that the proposed approach is very successfully able to adeptly trade offs between the speed and protection. Hence it is suitable for the real-time transmission of image and wireless communication applications.

A new approach is proposed to generate a random-bit sequence with a high degree of randomness. The proposed algorithm is a better alternative to satisfy the need for information security services. The performance analysis of the proposed new approach is tested for randomness by carrying out various testing rules and statistical test. Results of the various types of analysis are encouraging and imply that the proposed approach is very successfully able to adeptly trade offs between the speed and protection. Hence it is suitable for the real-time transmission of image and wireless communication applications.

A difficulty of multi constrained path problem is that it is intractable. In this context Multi Constraint path Problem version 3 (MCPv3) is presented where all constraints are approximated and return a feasible path in much quicker time. This problem is modeled by using a graph with K additive QoS constraints associated with each edge for any constant K≥2.MCpv3 is an approximation algorithm that finds a path between a given source and destination pair such that the path weight is not more than (1+α)W where α is approximation factor and W is constraint bound. Abstract: The relationships between the development of the A22 Via do Infante de Sagres highway in the Portuguese region of the Algarve, and the development of a contemporary landscape by using the Cultural Landscape Dynamics Interpretative Model are studied. The model evaluates the kind of development followed by contemporary landscapes based on transportation infrastructures in relation to contemporary cultural landscapes, which according to the theoretical approach of the work are based on the sustainable development principles. Abstract: In this paper we use survival analysis tools for the examination of some aspects of the labor market in 16 counties of Romania. Our analysis is developed on a database which includes individual information about the subjects registered at the National Agency for Employment of Romania during three years, starting with 2007. We analyzed the unemployment duration and we used the Kaplan Meier estimator of the survival functions in unemployment in order to estimate the probabilities of leaving unemployment.The results of our estimation show that the survival rates in unemployment are influenced by age, education, gender and also that each county has a different survival function.

Abstract: The priority given to prices stability should be a fundamental objective of the monetary policy towards promoting a sustainable economic growth, to the extent in which it does not damage the fulfilment of its fundamental objective. The financial structure reflects the financing method through own resources or borrowed. The adoption of a certain financial structure represents an important aspect of financial policy of the company. The decision of the financial structure depends on the company, of its economic growth objectives, on the level of the planned profitability and on the risks is prepared to assume and also on the shareholders, banks, state, as the economic conjuncture. The study of the profitability evolution can be done in absolute changes through profit and in relative measures through profitability ratios. The classic patterns of analyzing dynamic rates of return (between accounting periods) met in the specialized literature are built by leaving aside !
the inflation, and results cannot be compared. The information of the profit and loss account is reported at the date when sales and expenses are made. For a better understanding, We will present IAS 29 "Current cost financial statements", par. 30 "Global income statement" according to which: the statement of the global income to the current cost, before retreatment, generally reports current costs at the date the transactions or events generating them occur. The cost of sales and depreciation are recorded at current cost at the time of consumption; sales and expenses are recorded at current costs at the time of consumption; sales and expenses are recorded at money value at that time. This is why all values should be retreated in the unit of measurement existing at the end of the reporting period, using a general price index.12 We will present next the methods to analyze sales related profit and the rates of return under conditions of inflation, using presen!

Abstract: Romania has 18 territorial entities known as "lands" within its territory, with series of specific features making the difference between them and the surrounding areas. These are not artificially created territories, but ones with a regional coherence expressed in the objective reality, both on territorial and especially mental aspect of the respective area's inhabitants. Because of their territorial reality, spatial planning could make the most of the quality of "land'' by imposing them as project territories. The present study suggests an association of three major concepts as endogenous development, local development and project territory, in order to propose Beius Land as project territory, trying thus to promote a different spatial planning approach. This would eventually serve to the local implementation of sustainable development strategies, with practical applicability and utility, as tools for spatial planning professionals and local decision makers. The !
main reason for proposing Beius Land as project territory is to keep the traditional identity marks of this area, fully developed during the 19th century. The more recent socio-economic transformations, related to the Communist Regime, the difficult transition to the market economy, the admission into the European Union and the globalisation, contributed to the fading of some of this identity marks. Nowadays there are still being maintained elements related to the traditional Professions and crafts. Within an adequate strategic planning process, this new untapped side of Beius Land identity (which is a general asset of the land-type spaces) could be capitalized in order to map out a sustainable evolution direction which would conserve the authenticity, and offer alternative economic development anchored into the territorial reality.

Abstract: P2P applications supposedly constitute a substantial proportion of today's Internet traffic. The ability to accurately identify different P2P applications in internet traffic is important to a broad range of network operations including application-specific traffic engineering, capacity planning, resource provisioning, service differentiation, etc. In this paper, we present a Neural Network approach that precisely identifies the P2P traffic using Multi-Layer Perceptron (MLP) neural network. It is general practice to reduce the cost of classification by reducing the number of features, utilizing some feature selection algorithm. The reduced feature set produced by such algorithms are highly data-dependent and are different for different data sets. Further the feature set produced from one data set does not yield good results when tried upon other data sets. We propose an optimum and universal set of features which is independent of training and test data sets. The p!
roposed feature set has enabled us to achieve significant improvement in performance of the MLP classifier. The few features in the proposed feature set results in a significant reduction in training time, while maintaining the performance, thereby making this approach suitable for real-time implementation.

Abstract: Through the geopolitical position that it holds within the continent, Romania enjoys a great advantage over competing countries. Romania is located at the crossroads of the most important trade routes of the continent: midway between the northern and southern Europe, and on the road linking Western Europe to Asia. This advantage can be developed in terms of transit tourism, but also in terms of relaxation tourism due to the relatively small distances between Romania and the western countries. The imperativeness of the road infrastructure development at the western standard will reduce the time spent on the road, given that road trips have the largest share of transport preferences of foreign tourists arriving in Romania. If one mentions the possibility of the future oil and gas pipe from the Caspian Sea to transit Romania, the country's geopolitical importance in the Central European area is more and more increased. However, Romania has ceased to be an attractive t!
ourist destination because of the competition, limited offers, inadequate infrastructure and services, according to the tourism development strategy published by the Romanian National Tourism Authority (NTA). According to the strategy, the Romanian tourism offer faces more problems. All types of programs offered by Romania encounter fierce competition on Western European markets, while the competing destinations offer a wide range of facilities for all the tourists. Also, the Romanian offer is relatively limited, confined to a few resorts, and within these to only a few hotels. The services are inferior to those of the competing destinations such as Bulgaria, Turkey, Greece and Cyprus, while entertainment does not match the offer of other destinations. To these problems we can add the inadequate road and technical infrastructure, lack of superior hotels in major cities and in tourist resorts of international interest. Abstract: Through the geopolitical position that it holds within the continent, Romania enjoys a great advantage over competing countries. Romania is located at the crossroads of the most important trade routes of the continent: midway between the northern and southern Europe, and on the road linking Western Europe to Asia. This advantage can be developed in terms of transit tourism, but also in terms of relaxation tourism due to the relatively small distances between Romania and the western countries. The imperativeness of the road infrastructure development at the western standard will reduce the time spent on the road, given that road trips have the largest share of transport preferences of foreign tourists arriving in Romania. If one mentions the possibility of the future oil and gas pipe from the Caspian Sea to transit Romania, the country's geopolitical importance in the Central European area is more and more increased. However, Romania has ceased to be an attractive t!
ourist destination because of the competition, limited offers, inadequate infrastructure and services, according to the tourism development strategy published by the Romanian National Tourism Authority (NTA). According to the strategy, the Romanian tourism offer faces more problems. All types of programs offered by Romania encounter fierce competition on Western European markets, while the competing destinations offer a wide range of facilities for all the tourists. Also, the Romanian offer is relatively limited, confined to a few resorts, and within these to only a few hotels. The services are inferior to those of the competing destinations such as Bulgaria, Turkey, Greece and Cyprus, while entertainment does not match the offer of other destinations. To these problems we can add the inadequate road and technical infrastructure, lack of superior hotels in major cities and in tourist resorts of international interest. Abstract: Statistics represent an essential element of the information system and occupies a special place in the information supply regarding the status and trends of country's economic, social, demographic and tourism development. The transformations of the global economy driven by the liberalization of the global trade and modern information technologies, lead to a globalization, where the notion of national statistical territory leaves gradually, place to the regional or global statistical area. This phenomenon is more pronounced in the European Union, where accelerated mergers between groups of countries, the removal of control on internal trade (goods, capital, services and people), settlement of a single currency are essential to harmonize the concepts and statistical standards in order to obtain a unique statistical language. Also, all these lead to the development of statistics that capture the transactions between economic and social groups within the European Unio!

Romanian statistical system must keep pace with these developments and to participate effectively in Europe and globally, adapting its concepts and standards. Under the newly created circumstances, especially those for integration into Europe and expanding the international cooperation, the role of statistics as a leading producer of information becomes increasingly important. The interest of investors in Romanian tourism is greater and greater, but a huge obstacle in the way of launching the investment projects is the insufficiency of statistics in this field, which hinder a lot the completion of the feasibility studies and of the investment projects. How many foreigners are visiting Romania for business and how many for pleasure? What was the value of the private investments in Poiana Brasov last year or in any other tourist resort in our country? What was the average expense of a foreign tourist in re!

ourism is suffering from an acute lack of statistics, and those which exist are doubtful and are not available on time", and "the investments have been hindered by the fact that we have not had sufficient statistical data. I consider there should exist a department within the Ministry of Tourism which should deal mainly with this problem, declare more and more professionals from Romanian tourism. Until last year, the only existing data regarding the evolution of the Romanian tourism were the ones published by the National Institute of Statistics (NIS). The publishing frequency of these data – every trimester – is too small for the private sector, which needs monthly information. Moreover, the majority of the business people from the industry do not use this information because they do not believe in it. "Even now statistical data are collected, but it would be extremely interesting to check the accuracy of these data through polls, data which is insufficient anyway", thinks !

Abstract: Wireless sensor networks play an important role in monitoring and collecting data from difficult geographical terrains. They find useful applications in various fields ranging from environmental monitoring to monitoring parameters within patients in hospitals. Constraints such as limited battery life and less processing capability of the sensors make the routing of WSNs a tedious and challenging task. A great emphasis is laid on the development of alternate sources of power and energy efficient routing protocol to maximize network life. This paper proposes clustering and shortest path based straight forward routing for solar powered wireless sensor networks. For clustering k-means clustering algorithm is proposed. A feedforward neural network based shortest path routing is proposed for routing within clusters. The simulation results show that the proposed neural networks provide quick solutions for route calculation comparing to other existing neural networks.

Abstract: A large share of the Romanian population relies on social benefits and labor market participation is decreasing. The present paper aims, firstly, at investigating the determinants of labor market participation in Romania with a special emphasize on the relationship between social benefits and labor market participation. We find out that more dependent an individual is to social benefits, less likely is for him to participate on the labor market. Secondly, using the results of this estimation we shall construct a wage equation by controlling for selection bias in participation using the Heckman two-step procedure. The independent variables used in the wage equation account for human capital endowment (education, work experience), socio-demographic characteristics (gender, marital status) and geographical characteristics (region). The wage equation shall be further used in order to build a counterfactual for the wage of non-participants to the labor market if they ha!
d participated. We find out that observed characteristics such as socio-demographic and geographic characteristics as well as the endowment with human capital have statistically significant effects on wage levels, and unobserved characteristics which make labor market participation less likely tend to be associated with lower wages. We shall discuss whether the income gain measured as the difference between the simulated wage (in work income) and the unemployment benefit received (out of work income) could be an incentive for labor market participation and work does pay. We build our analysis on 2007 EU-SILC micro data for Romania.
