Abstract: The research paper specially designed to investigate all those skills and strategies required for writing and speaking English. An Art of Rhetoric's is the a display of ornamental speech or language. There are number of factors like Word Stress, Intonation, Syllable, Rhythm, L2, Cohesive devices,Fluency, grammatical range and accuracy, lexical resource and pronunciation which together play indispensable role in improving the voice. But how to attain all these skills is still matter of discussion.. In non native English country like India, China no preference is given to learn all these skills. On the other side of the coin understanding of these rhetoric is the dire need for the overseas students who are cracking IELTS exams for settling in abroad. International English Language Testing system has also set certain standards of their band scale on the behalf of these Rhetorics.
