Abstract: A major advantage of e-Learning technology is to enable learners to learn in any place, so visually impaired people should benefit from the technology and perform their learning activities without making difficult journey to schools. However, it is usually inconvenient for the visually impaired people to participate in digital learning because the design of e-Learning web sites seldom considers their requirements. In the near future, their needs would probably continue to be neglected because the cost of redesigning web sites could not be justified. Therefore, we propose to approach this problem by converting original web pages to an audible form. Our research makes use of an open source e-Learning platform that conforms to the SCORM 2004 standard. By integrating the speech synthesis system developed by another academic institute and the screen reader, our prototype can explain audibly the logical structure of a Web page produced by JSP, and the navigational links !
and buttons to the visually impaired without changing the original design of a e-Learning site. An evaluation of the prototype shows that this design can help visually impaired users to comprehend the structure of an e-Learning unit, and we hope that it will improve their willingness as well as ability to visit and utilize e-Learning web sites.
