Abstract: Abstract: In recent years, there is a need to expand the performance of studying in order to build national power and improve the well-being for our country¡¦s people. At the 7th national scientific meeting, leaders drafted 6 tactics to guide the first stage of the national scientific development plan of Cheng (the 94-97th year of R.O.C.) for promoting the development of science and technology until 2008. The plan is to use the pool of operating dollars to fund improvement activities. As a result, the theme of Scientific and Technological Education International became the main theme for research in 2005-2008. The purpose of the research is to: 1. Design a course with an emphasis on the transnational digit platform (d-learning) as a way to produce research and study internationally cooperatively and to promote the international exchange and study of science and technology education to a great extent. 2. Provide a clearing house for an international collection of!
science and technology teaching materials, teaching methods, teaching policies, and a means for distributing the information to small and medium school districts in Taiwan. 3. Provide an impetus to cooperatively study teaching and exchange the findings with the world. Aviation technology education is the focus of the transnational d-learning course.

Abstract: UPFC is one of the FACTS devices that it is used for power flow control and voltage stabilizing. UPFC has four control loops that with adding an extra signal to one of the control loops dynamic stability is increased and load angle oscillations are damped. It is usually used from speed duration of synchronous generator as input signal for designing damping controllers. In this paper, it has been used from state-space equations for designing damping controller and it has been considered influences of active and reactive power flow durations as input of damping controller. For stability increasing, in addition to Lead-Lag and LQR controllers adaptive controller has been used that it is able to identify power system parameters. The simulation results obviously show appropriate application of adaptive controller for decreasing rotor speed oscillations against perturbations such as input mechanical torque.

Abstract: In recent years, K-Nearest Neighbor (KNN) has demonstrated excellent performance in a variety of pattern recognition problems. In this paper, we proposed modified KNN for the Chinese minority scripts classification, using wavelet energy distribution and wavelet energy proportions features generated from the discrete wavelet multi-resolution decomposition. The experimental results show that the method achieves high accuracy in testing dataset that consists of Chinese, English and Chinese minority scripts such as Tibetan, Tai Lue, Naxi Pictographs, Uighur, Tai Le, Yi. The results also show that this method is feasible and reasonable, and the recognition rate is up to 96%.

Abstract: This study discusses the interaction effects of organizational factors and individual factors on safety performance. 465 employees from four colleges in central Taiwan completed a self-administered questionnaire. The researchers used a two-way Multivariate Analysis of Variance (MANOVA) to analyze the data. The researchers found that there are interaction effects on safety performance between 1) size and accident experience; 2) safety committee and gender; 3) safety committee and accident experience; 4) location and accident experience. Because the interaction effects discovered are disordinal, safety managers must take measures to improve safety for different classes of employees in different kinds of organizations. Based on these results, the authors advise safety managers to take note of these interaction effects in order to raise the effectiveness and efficiency of safety improvements.

Abstract: This paper deals with parameter estimation of sinusoids within a Bayesian framework. Bayesian inference about the parameters is a challenging computational problem and requires an evaluation of complicated high-dimensional integrals and a solution of multi dimensional optimization of posterior probability density function, which has many local minimum. In this context, we make an attempt to improve an efficient stochastic procedure, proposed by Gregory, which is based on a parallel tempering Markov Chain Monte Carlo method (MCMC). Its algorithm is coded in Mathematica and then tested for estimating parameters of noisy sinusoids. Computer simulations support its effectiveness and demonstrate its performance, according to Cramér-Rao lower bound for sufficiently high signal-to-noise ratios and data lengths.

Abstract: We consider here a problem of simultaneous detecting and estimating of sinusoids corrupted by random noise within a Bayesian framework. Unfortunately, all Bayesian inference drawn from posterior probability distributions of parameters requires evaluation of some complicated high-dimensional integrals. Therefore, an attempt for performing the Bayesian computation is made to improve an efficient stochastic algorithm based on Reversible Jump Markov chain Monte Carlo (RJMCMC) methods, which allows to obtain all the features of the a-posteriori distribution. Its algorithm is coded by using Mathematica programming language and evaluated in a number of simulation studies on synthetic data sets. All the simulations results support the effectiveness of the method for detecting and estimating sinusoids embedded in noise.

Abstract: We have simulated the behaviors of nonlinear fiber Bragg gratings (FBGs). The generalized nonlinear equations governing these structures are solved by a method which uses a Fourier series procedure and a simple iterative method. All of the nonlinear effects are considered. Bragg soliton generation in intrinsic media and birefringence effects in FBGs are studied. We found that the first order dispersion can causes time shifting in the input pulse peak. It is shown that FBGs are proper for optical switching too. They can use in filters, nonlinear fiber optical applications, soliton propagations etc.

Abstract: An important ingredient of health care is the correct initial diagnosis of chest ailments using images of chest radiograph. This paper develops a simple graphical method to aid the initial screening and discrimination of pneumonia patients (PNEU) from pulmonary tuberculosis (PTB) patients, lung cancer (LC) patients and normal healthy individuals (NL). Approximate confidence regions using principal component methods on selected texture measures detect and discriminate PNEU from PTB, LC and NL. A brief simulation study indicates that the probability ellipsoid is robust to mild deviation from normality with the presence of two outliers. The main result of this study is that the PNEU-ellipsoid when applied to test data is capable of detecting pneumonia in the sense that 100% of NL, 85% of LC and 65% of PTB will be rejected when using contrast texture measures. Using the combination of twelve features gives similar results. Membership of PNEU-ellipsoid obtained fro!

Using the combination of twelve features gives similar results. Membership of PNEU-ellipsoid obtained fro!

Abstract: In this research, modal analysis of a second stage blade in a gas turbine was investigated by experimental and analytical examinations and results were compared together. The blade was made of a nickel-base alloy Nimonic115. The analytical calculation by using finite element method was utilized to determine natural frequencies of turbine blade in various conditions. The dynamic characteristics of the turbine blade were evaluated by the finite element modal and harmonic analysis. Finally by using a Campbell diagram there was a good agreement between the experimental and FEM results.

Abstract: Long-wavelength vertical-cavity surface-emitting lasers (LW-VCSEL) have profound advantages compared to traditional edge-emitting lasers and its commercialization is gaining momentum as the local and access network in optical communication system expands. In this paper, we present the design parameter variations of multi quantum wells (MQW) in the active region of an InP-based long-wavelength vertical-cavity surface emitting laser (LW-VCSEL) utilizing an air-post design. The MQW and barrier thickness were varied and their effect on the device threshold current, optical power, gain, lattice temperature, peak wavelength and reflectivity were analysed and presented. Quantum well thickness of 5.5 nm and barrier thickness of 8 nm gives the optimum threshold current of 0.579 mA, optical power output of 4.2 mW, modal gain of 27 cm-1, lattice temperature of 310.6 K and peak wavelength of 1.562 ìm.

Abstract: This paper examines the relationships among credit default swaps (CDS), government bailout, and default risk in bank equity returns. In a model where CDS trading is the transaction for controlling credit risk, changes in the bank¡¦s CDS demand or structural changes in the CDS provider, caused by government-bailout affect bank¡¦s default risk. An increase in CDS increases the optimal bank interest margin and decreases default risk in equity return when the CDS provider is healthy. Structural changes in the CDS provider caused by government¡¦s increasing bailout decreases the optimal interest margin and increases default risk. This scenario causes bank concern that CDS issues plaguing the insurer will affect bank margin management.

Abstract: In recent years, the theoretical models of mass consumer behavior have change to buy from websites rather than in stores. Because the high-growing of e-commerce, a new demand emerges: the special-purpose search engine for searching goods from network shop. How to meet the customer¡¦s requirement in product search is an import problem. Although it is easy for human eyes to determine the existence of clothes styles, recognizing it automatically from a computer program is not a trivial problem. Our work focuses on the garment retrieval from the e-shopping database, which supports feature-based retrieval by shape categories and styles. Traditionally the rigid shape-based algorithms unable to apply well on garment images. Because the clothing is essentially a non-rigid soft object: it is apt to self-occlusion, folding, and has deformation among every part (such as sleeve and tube). While producing deformation, it also influenced by light which lead to various kinds of s!

Abstract: In the modern electronic era, multiplier is used in various systems ranging from a simple calculator to complex control system and plays an important role in digital and analog systems. The performance of many computational problems is often influenced by the speed at which a multiplication can be executed. That is multiplication is a bottleneck in speed of many computational devices. Therefore it has become a necessity to design fast multipliers. We can increase the multiplication speed by introducing fast adders using the property of parallelism. But the main problem coming across while introducing this is the increase of Silicon area. Hence while designing a multiplier these facts must be kept in mind. Here the coding is done using the hardware description language VHDL. Simulations are done with the help of ModelSim XE II 5.7g and the synthesis is done using Xilinx ISE 6.

Abstract: This study presents an experimental procedure of reverse engineering system for rapid modeling and manufacturing of products with complex freeform surfaces. Its ultimate purpose is to explore a fast, efficient, economical and practical route to reproduction of existing physical objects with digital camera and CNC machine tools for small and medium-sized manufacturers on a P2P-based multimedia collaborative environment. This paper focuses on developing a prototype of photogrammetry based 3D digitization, B-spline surface model reconstruction, and tool path generation based on Open CASCADE kernel. Experiments show that the method is applicable for reverse modeling of freeform objects with moderate accuracy requirements. Therefore, the presented schema is a valid alternative to laser scanning techniques and coded light-based triangulation approaches with an important reduction of the hardware costs and time.

Abstract: Forest soils and the nutrients within it are impacted by spatial activities. The concentration of soil organic carbon (SOC) was evaluated in different forest management location sites in relation to the environmental condition and management status of each forest site. Three distinct forest soils were collected in three locations (0-25 and 25-50cm profiles) of different forest management regimes in Guangdong Province, China. SOC concentrations, as well as physical and chemical soil properties were measured in the laboratory in relation to industrial, urban and protected forest locations. SOC concentration was highest at the Deqing forest site (30.24±1.35 and 26.65± 2.49) as a state regulated management system than in the industrial and urban sites. SOC was significantly highest in the Deqing site (48 g/kg). Duncan's test of SOC density revealed a critical statistical difference between Deqing and the other sites. Soil metal concentrations at the Dongguan industrial!
site showed significant differences in high amount of copper, lead and cadmium (15.1±2.67, 42.30±4.91 and 35.09±5.89). SOM concentration evaluated as sequestration parameter at the Deqing site (47g/kg) was statistically different from the others. Pearson's correlation and multiple comparison analysis on chemical and physical properties indicated critical differences (0.01 level) between the Deqing site (SOC, SOM, TotN, AvK) and the Guangzhou site (SOM, TotN, Avk and AvP) compared to the Dongguan site. The Deqing and Guangzhou forest sites showed attributes of better forest management systems. We strongly recommend an active effluent discharge policy, a Nutrient sensitive zones policy, a land Use policy, a Compulsory industrial implementation best management practices policy; and an Implementation and mitigation option policy.

Abstract: This paper investigates the vehicle rear impact and its consequences and analyzes the research developed in this field. In road traffic, especially in urban traffic, numerous rear collisions have taken place, resulting in serious injuries for passengers. The numerous studies that have been carried out lead to today's internationally recognized demand on the car driver's head restraint adjustment for an optimal protection of the neck spinal column (HWS) with regard to rear end collisions. Mathematical modeling of passenger movement during head impact may be a successful tool in establishing the neck injury mechanism, especially when working in parallel with experimental studies. In order to accomplish experimental studies for data acquisition and video and image samples analysis, the preparation of testing device are needed. Validation mathematical models using experimental tests, offers a vast range of their use. Thus, the simulation on the computer of the phenomen!
a that take place during road events can be studied more comprehensively, and may allow optimize passive safety systems in order to diminish adverse effects of these phenomena.

Abstract: Experiments with the V. A. Medical center, Long Beach, Heart Disease database have concentrated on attempting to distinguish presence and absence of heart disease. The classifiers based on various neural networks, namely, MLP, PCA, Jordan, GFF, Modular, RBF, SOFM, SVM NNs and conventional statistical techniques such as DA and CART are optimally designed, thoroughly examined and performance measures are compared in this study. With chosen optimal parameters of MLP NN, when it is trained and tested over cross validation (unseen data sets), the average (and best respectively) classification of 98.57±2 % (and 100%), 98±2.73% overall accuracy, sensitivity 97.14±3.91, specificity 100% are achieved which shows consistent performance than other NN and statistical models. The results obtained in this work show the potentiality of the MLP NN approach for heart diseases classification.

Abstract: A modular system for processes simulator and control diagram implementation can replace a vast number of expensive systems used to simulate, to design and to test the programming of programmable logical control (PLC) systems graphically and practically. Different processes are simulated and associated with different types of control application and with different complexity factors in order to develop control algorithms and implement them into the PLC unit. The process and control simulator is hardware and software intergraded system for multifunctional educational platforms that enables training and practical work. The system's modularity allows an easy development of the system and can be use in future development by adding FPGA (Field-Programmable Gate Array) components.

Abstract: In this paper, dynamic audit fair queueing (DAFQ) scheme is proposed, which is capable of supporting robust fairness of bandwidth sharing. The main idea of the DAFQ is to detect the malicious flows and then adequate control policies are applied to restrain those ones. Furthermore, a simple and effective probabilistic model is adopted to determine the detection periods which are used to capture the randomly generated malicious flows. Abstract: We constructed a new fifth order five-stage singly diagonally implicit Runge-Kutta (DIRK) method which is specially designed for the integrations of linear ordinary differential equations (LODEs). The restriction to linear ordinary differential equations (ODEs) reduces the number of conditions which the coefficients of the Runge-Kutta method must satisfy. The best strategy for practical purposes would be to choose the coefficients of the Runge-Kutta methods such that the error norm is minimized. Thus, here the error norm obtained from the error equations of the sixth order method is minimized so that the free parameters chosen are obtained from the minimized error norm. The stability aspect of the method is also looked into and found to have substantial region of stability, thus it is stable. Then a set of test problems are used to validate the method. Numerical results show that the new method is more efficient in terms of accuracy compared to the existing met!

Title of the Paper: The Relationship of Sample Size and Accuracy in Radial Basis Function Networks

Abstract: Even though radial basis function networks are known to have good prediction accuracy in several domains, it is not known to decide a proper sample size like other data mining algorithms, so the task of deciding proper sample sizes for the networks tends to be arbitrary. As the size of samples grows, the improvement in error rates becomes better slowly. But we cannot use larger and larger samples, because we have limited training examples, and there is some fluctuation in accuracy depending on the sample sizes. This paper suggests a progressive resampling technique to cope with the fluction of prediction accuracy values for better radial basis function networks. The suggestion is proved by experiments with promising results.

Abstract: Light Detection and Ranging (LIDAR) is a recent remote sensing system which has been gradually expanding as a network among the countries actively concerned about the atmospheric contaminants, earth radiation budget, rain variations, clean air index, etc. In this work, the design of a typical Lidar, ground based system for three wavelengths is explained. Essential parameters for the atmospheric characterizations such as Aerosol Optical Depth (AOD), Angstrom coefficient (Å), and Aerosol Size Distribution (ASD) are explored and the obtained results are discussed. These parameters have been calculated and plotted based on three Lidar system wavelengths of 355, 532, and 1064 nm using the data obtained from Lidar in the Western part of Puerto Rico (location of UPRM Lidar system). The relationship between the essential parameters presented by the plots and the atmospheric behavior is explained using the collected data during two different days.

Title of the Paper: A fuzzy DEMATEL method for segmenting critical factors of successful KM implementation

Abstract: Knowledge is a key source of sustainable competitive advantage. In response to increasingly drastic and competitive environments, many organizations wish to better utilize and manage knowledge for business success. For the purpose to execute formal knowledge management (KM) effectively, some works have suggested several critical factors of KM implementations. However, in a strategic view, such a list of critical factors must be further honed to increase practical usefulness, as not all critical factors necessarily share the same importance. Moreover, assessing the importance of critical factors inevitably involves the vagueness of human judgment. Hence, this paper presents a favorable method combining fuzzy logic with the Decision Making Trial and Evaluation Laboratory (DEMATEL) method to segment the critical factors for successful KM implementations. Also, an empirical study is presented to illustrate the proposed method and to demonstrate its usefulness.

Abstract: This paper focuses on the study and design of a simple MOS generator circuit which provides the first derivative of the Gaussian pulse from input rectangular signal. To generate wavelets required in an ultra-wideband (UWB) impulse radio, the first derivative of the Gaussian function is approximated by combining four hyperbolic tangent (tanh) functions. Afterwards, four differential pairs are used. The output generator circuit is ultra short monocycle pulses of about 244 ps width alternately in phase and in opposition of phase. The generated width pulse can be adjusted by changing the rise and fall time of the input signal. Simulations show that a good approximation of this waveform is possible while using integrated coefficients. A MOS transistor circuit implementation is presented and its simulation results are shown. Comparisons between theoretical and simulation tests are detailed in order to validate the design and the good functioning of the complete structure!
. . Furthermore, the 2.5 V voltages supply, relative to the chosen MOS 0.35µm technologies (AMS foundry), allows the reduction of the system power consumption.

Computer simulation compares the fairness of the DAFQ with that of some well-known mechanisms. The simulation results show that the DAFQ is suitable to be deployed in the high-speed core routers due to its simplicity. Besides, the DAFQ is able to support robust fairness of bandwidth sharing more than the other compared mechanisms under various traffic situations.

Abstract: The calculation of wideband digital beamforming using traditonal methods is so large that it is hard to realize in project. This paper describes a wideband digital beamforming method on the base of stretch processing for linear frequency modulated (LFM) waveforms. This method offers advantages that are moderate data rate for wideband signal processing by reducing the signal bandwidth greatly. In addition, the method not only can get high range resolution of wideband array radar, but also can form good shape pattern with null at interference, as the simulation results show. To the most important, this method compared to traditional methods is easier for engineering implementation greatly.

Abstract: A projection algorithm to detect rain cloud pixels in visible and infrared satellite data is introduced in this work. The algorithm is based on the angle formed by two vectors in the n-dimensional space. This algorithm takes advantages of the geometrical projection principle: when two vectors are collinear the radiative variables of clouds used to create the vectors may exhibit similar properties, and when the vectors are orthogonal the radiative variables may have no elements in common. Rain/no rain pixels are identified by using radar rain rate over the studied area. Satellite data from visible and infrared channels are used to create rain and no rain pixel populations. The central tendency of each population is used to generate rain and no rain calibration vectors. A pixel from an independent data set is used to create a third vector, which is projected into the previously calibrated vectors, with the purpose of classifying the third vector in one of the t!
wo populations, rain or no rain. Classification is made depending of the magnitude of the projection angle and the probability distribution of the visible and infrared radiation variables. The proposed algorithm was implemented to detect rain clouds over a tropical area with the special purpose of developing an application to improve the Hydro-Estimator, which is an operational and high-resolution rainfall retrieval algorithm that has been applied over the United States since 2002.

Abstract: This paper analyzes the effects of renewable distributed generation on the operational characteristics of meshed power distribution systems. Meshed power distribution systems are more reliable than radial and closed-loop ones; however, their structures and operating conditions are more complex than the latter. Hence, operating these types of systems is not easy for power engineers, especially in the case of combining renewable distributed generation sources. This paper first develops the constant power model of a renewable distributed generation source, then constructs the network model of a medium-voltage meshed distribution system in the professional simulation software, Matlab/Simulink. The effects of renewable distributed generation sources on the operational characteristics of meshed distribution systems are evaluated in detail. The evaluation takes into account the generation capacity, connecting location, and operating power factor of renewable distributed g!
eneration sources. The results shown in this paper can contribute well to electrical utilities with meshed power distribution systems.
