Abstract: Many enterprises are showing increasing interest in Enterprise Resource Planning (ERP) systems. However, when enterprises attempt to adopt the ERP system, the important problem is how to make use of the ERP system judiciously and thus to improve the performance of organizations successfully. As ERP project selection is a kind of Mu1tiple Criteria Decision-Making (MCDM) problem, we need to employ MCDM methods to handle it effectively. Several methods have been proposed for selecting appropriate ERP projects, but their models use few criteria and contain insufficient information for evaluation. In a real world, to ensure the alignment of ERP investment and strategic needs, it is necessary to consider a variety of financial and non-financial factors within the evaluation structure. This paper proposes a multi-phased framework that considers financial and non-financial factors, applying the Decision Making Trial and Evaluation Laboratory (DEMATEL) method combined with !
the Analytic Network Process (ANP) approach and with the zero-one goal programming (ZOGP) model, and attempt to find more useful ways for solving ERP project selection problems. Additionally, an empirical study is presented to illustrate the application of the proposed method.
