Abstract: In this paper, the five international e-learning issues were discussed. The five international e-learning issues are accessibility for the disabled, intellectual property rights, wireless technology, learning object reusability, and quality assurance. After discussing the five issues, this paper presents a brief description about Korea and an overview of distance education in Korea. Despite online learning in Korea has grown rapidly in a decade, there seems to be a lack of effort for quality improvement. Although during the last several years there have been several studies on quality assurance, there is a need for more research about it. In addition, it may be necessary to develop a comprehensive unified set of benchmarks that would be applicable to e-learning. Furthermore, the quality assurance problem is an issue that requires continued attention by all parties concerned about e-learning including the government.
