Abstract: The paper presents a new complex adaptive non-linear system with one input and one output (SISO) which is based on dynamic inversion. The stabilization command of the linearised system using as input the difference between closed loop system's output and the reference model's output is made by the linear dynamic compensator. The state vector of the linear dynamic compensator, the output and other state variables of the control system are used for the obtaining of the adaptive control law; this law is modeled by a neural network. The purpose of the adaptive command is to compensate the dynamic inversion error. Thus, the command law has two components: the first is the command given by the linear dynamic compensator and the second one is the adaptive command given by the neural network. As control system one chooses the non-linear model of the aircrafts' roll movements. One chooses a linear reference model. One obtains the structure of the adaptive control system of !
the roll angle and the Matlab/Simulink models of the adaptive command system's subsystems. Thus, charac-teristics that describe the adaptive command system's dynamics are obtained.

Abstract: In the present paper, relative humidity variation was analyzed every week from autumn months of 2009, and analysis was done for the 1st day of September and the last day of December 2009. Relative humidity variation analysis was made based on the records of the atmospheric parameters of the weather station equipment from Biotechnical Engineering Faculty of the University "Politehnica" of Bucharest (UPB). Based on records maintained by AWS weather station type / EV, we have achieved the statistical analysis of relative humidity in the months of the autumn 2009 and also in december, highlighting the maximum and minimum relative humidity. We using GECO Using Data Acquisition software which are operating system runs under Microsoft Windows 95, 98, ME, Win NT, Windows 2000, XP. With this equipment, meteorological time is measured, recorded and transmitted automatically in real time with specific systems and also stored on computer databases. Primary meteorological Stor!
ed in databases on WAS will be subject to the evaluation process, statistical calculated and analyzed. The Relative Humidity Sensor RH %, from this device it is an electronic sensor, based on a thin film element (temperature compensated capacitive Polymer) which have the capacity to variations linearly with the relative air humidity. RH % it is also an analogue sensor, have a good accuracy of measurements (the signal ranging linearly between o V and + 1 V which measuring between 0-100% and have sensitivity on the full scale +/- 2 % and a response time less than 15 second), which could give us an adequate monitoring of analyzed parameters.

Abstract: The continuous development of technology in automotive manufacturing process has required new solutions adapted to the growing requirements of lightweight, non-pollution for the environment materials with a low cost production. According with these required characteristics of materials, the aims of this paper were to manufacturing Al-Cu/SiCp composites by powder metallurgy (P/M) processing route and characterization of the powders and compacted/sintered mixture powders. Was developed a complex experimental program consisted in variation of silicon carbide proportion (5-20%wt.) in the composites and also was established the effect of proportion of SiCŒs addition on: a) characteristics of powders mixtures Al-Cu/ SiCp; b) press densification of materials at different applied pressure (50-450 MPa); c) the porosity evolution (sintering densification) respectively dimensional variation, the homogeneity and hardness of sintered materials, in the solid state (at 520-548!
oC) and in the liquid phase (548-620oC). To characterize powders, mixtures of powders and obtained composite materials from physic-mechanical, chemical and technological point of view were used for investigation, classical and also modern techniques, such as: Environmental Scanning Electron Microscopy, Electron Probe Micro Analyzer and X-ray diffraction. Hardness was correlated with physical and microstructural characteristics, thereby determining the sintering temperature and optimum proportion of carbide particles that assure the best densification of materials and the best mechanical characteristics. After investigations was resulted that the best characteristics of composite materials was obtained at a proportion of 10 and 15% wt. SiCp, cold pressed at 450 MPa, dewaxed / presintered between 300 and 400oC, for 30 min (maintenance temperature/ time) and sintered at 620oC/60 min in protective atmosphere.

Abstract: A low-cost beamformer capable of main beam and null locating is proposed in this paper. This beamformer is suitable for WMNs as the positions of mesh router are fixed. The beamformer consists of 2~2 rectangular array spaced by ƒÉ/4 accompanied with a simple beamforming network. With multiplying constant values to output signals from beamforming network, null locating can be accomplished. Firstly, its beamforming capability is tested through computer simulation. Then, a prototype of the beamformer is constructed and tested to confirm its performance in term of signal strength, throughput and delay. Also, the impact of position shift which mesh router is not located on the expected beam direction has also been investigated.

Abstract: Pistol and its ammunition life cycle are initiated by the process of setting needs and requirements. Pistol and its ammunition belong to dangerous products that exploit explosives for their functioning. The pistol shooting could result in pistol failures with serious consequences, such as shooter's injury or even shooter's killing. That is why we consider the safety requirements for pistol and its ammunition to be one of their most important characteristics. The requirements for pistol and its ammunition safety are divided by the author into two groups – requirements for design safety and requirements for safety risk level. Requirements for design safety mean the application of weapons and ammunition construction principles that have been proved and confirmed in practice. These requirements are sufficiently elaborated on and described in current professional literature. On the other hand, the requirements for safety risks level of small arms and their ammunition ha!
ve neither been published nor elaborated on. The method introduced by the author identifies in an original way both the area of acceptable safety risk for pistol and the area of acceptable safety risk for ammunition. A shooting experiment with the purpose to verify the fulfilling of the pistol safety risk requirements was conducted. Its goal was to achieve dangerous pistol failures, i.e. such failure categories which threaten shooter's health. The results of the experiment were used to determine maximal guaranteed lifetime of the given pistol of calibre 9.00 mm Luger.

Abstract: The aim of this paper is to establish connections between 25 quantitative indicators on business regulations, laws and the protection of property rights, and the amount of foreign direct investment that can be expected accordingly. In this area, a growing number of econometric and survey-based studies have been published already. Their focus is mostly on the macroeconomic factors which determine the level of FDI in a country, but relatively few studies cover the link between FDI and laws, regulations and institutional arrangements that shape the daily economic activity in every country. For the purposes of this research publicly available databases from the Internet were used. The data mining rule-based approach, CN2 rule method was used. The findings of this research could be used to build an expert system for predicting the amount of FDI, based on the input of relevant business indicators.

Abstract: Abstract:â€" This paper deals with the advanced and developed methodology know for cancer multi classification using Support Vector Machine (SVM) for microarray gene expression cancer diagnosis, this is used for directing multicategory classification problems in the cancer diagnosis area. SVMs are an appropriate new technique for binary classification tasks, which is related to and contain elements of non-parametric applied statistics, neural networks and machine learning. SVMs can generate accurate and robust classification results on a sound theoretical basis, even when input data are non-monotone and non-linearly separable. The performance of SVM is evaluated for the multicategory classification on benchmark microarray data sets for cancer diagnosis, namely, the SRBCT Data set. The results indicate that SVM produces comparable or better classification accuracies when the data given as input are preprocessed. SVM delivers high performance with reduced training ti!
me and implementation complexity is less when compared to artificial neural networks methods like conventional back-propagation ANN and Linder’s SANN.

Title of the Paper: A Channel Allocation Scheme for IEEE 802.16 OFDMA System with Dynamic Frequency Reusing

Abstract: The co-channel interference (CCI) in multi-cell wireless networks has long been a major constraint over the system performance. To mitigate CCI, the concepts of frequency reuse and cell sectorization have been devised. In this way, the interference power is attenuated by increased co-channel cell distance and the number of interfering source reduced through regulated transmission direction. In this paper, a novel sub-channel allocation scheme that combines dynamic frequency reuse and cell sectorization is proposed for the IEEE 802.16 OFDMA systems. Based on the multi-user diversity and CCI mitigation, the scheme dynamically adjusts the reuse mode of the subchannels to achieve both high system capacity and good QoS provision. Simulation results show that the resulting system performance is greatly improved compared with the conventional schemes where only fixed reuse mode is supported.

Abstract: This paper presents mathematical modeling, identification and design methods for a subsonic unmanned aerial vehicle(UAV). Small signal perturbed aerodynamic models are developed first and used for identification processes and autopilot designs. A simplified 6-DOF simulation model is developed second with trim conditions added back to small signal perturbed aerodynamic models. Simulation comparisons between the simplified and complete 6-DOF models are made with same bank to turn guidance laws. A Tomahawk-like cruise UAV example shows the simplified 6-DOF simulation model gives good approximations to the complete 6-DOF system for developing guidance and control laws. This paper gives better accurate simulation model for pitch angle and angle of attack than previous paper developed by the author.

Abstract: An Electrocardiogram or ECG is an electrical recording of the heart and is used in the investigation of heart disease. The electrical potential generated by electrical activity in cardiac tissue is measured on the surface of the human body. Current flow, in the form of ions, signals contraction of cardiac muscle fibers leading to the heart's pumping action. This ECG can be classified as normal and abnormal signals. In this paper a thorough experimental study to show the superiority of the generalization capability of the Extreme Learning Machine (ELM) compared with support vector machine (SVM) approach in the automatic classification of ECG beats. The generalization performance of the SVM classifier is not sufficient for the correct classification of ECG signals. To overcome this problem the ELM classifier design by searching for the best value of the parameters that tune its discriminant function, and upstream by looking for the best subset of features that feed t!
he classifier. The experiments were conducted on the ECG data from the Physionet arrhythmia database to classify five kinds of abnormal waveforms and normal beats. In particular, the sensitivity of the ELM classifier is tested and that is compared with SVM combined with two classifiers, they are the k-nearest neighbor classifier (kNN) and the radial basis function neural network classifier (RBF), with respect to the curse of dimensionality and the number of available training beats. The obtained results clearly confirm the superiority of the ELM approach as compared to traditional classifiers.

Abstract: The risk of hydric stress will increase significantly across the entire planet, especially in the Mediterranean basin, and some Europeans countries, such as Portugal, might experience very serious problems in a large part of their territory in the short to medium term. In addition, there are high levels of inefficiency in the water use in some of these countries. In Portugal, for example, the overall global waste in water amounts at over 3 x 109 m3/year, which is around 39% of the country's total water requirement. The truth is that the risks of hydric stress and the high level of inefficiency require the immediate implementation of various measures, including the promotion of the use of efficient products in buildings, among other measures. With this objective in view, a Portuguese non-governmental organisation dedicated to the promotion of quality and efficiency in buildings services (ANQIP), decided to launch a voluntary certification and labelling system for!
products water efficiency in October 2008. This paper describes the system that is being implemented and the categories attributed to each product and also present a detailed analysis of a Portuguese Specification, developed by ANQIP, for rainwater harvesting in buildings; it looks at certain technical aspects of the conception and design of installation components and the demands of water quality in light of its various uses. A brief reference about de measures being taken in Portugal for the reuse and recycling of greywater is also made.

Abstract: - In this paper suggests to define 20 facial features being used in 3D face modeling program and the method of extraction of 20 facial features from 2D image. The experimental image is to be restricted to input one person's image, background of the image can be taken in anywhere, the lighting condition is not uniform, and there is no racial restriction. The suggested method is to seek facial candidate region by Harr Classifier and to decide eye candidate region and extract eye features by dilate operation then decide lip candidate region using the features. The relative color difference of a* in the L*a*b* color space was used to extract lip feature and to seek nose candidate region and detected 20 features from 2D image by analyzing end of nose.

Abstract: The paper presents some angular stabilization systems of the rockets in vertical pane using differential or integrator gyroscope. The first system has not a correction subsystem, while the second one has. One has determined the transfer functions (in closed loop or in open loop) of the two systems. The positioning of the systems' eigenvalues proofs the systems' stability. The systems respond very fast to a step input – the duration of the transient regime, for the two systems, is about one second. Using three different methods (least square method, instrumental variables' method - MVI and neural networks method), one makes the identification of the system. For both systems one obtains, using a Matlab/Simulink program, the frequency characteristics, indicial functions in the complex plane and in discrete plane, responses to impulse input in the complex and discrete planes. With least square method (LSM) the output of the system and the output of the model for the tw!
o systems were plotted. The identification is made very well – the two signals overlap. With the second identification method, one obtained the frequency characteristics for LSM and MVI on the same graphic. The identification is made using neural networks. Using this method, one obtained the indicial responses of the systems and of the neural networks (these signals overlap too), the weights and the biases of the neural networks and so on. The system's identification made also be done using the prediction error method (MEP). This method is more complicated than the others, but it is more precisely. The author also presents other two systems for rockets' stabilization: systems with accelerometer and correction subsystem (figures 16 and 17). These two systems also give good stabilization results.

Abstract: Phasors and frequency of three-phase power system may be measured with high speed and accuracy using modern power instruments such as Phasor Measurement Unit (PMU). However, this accuracy may be affected by several power disturbances such as fast and slow dc offsets decaying due to sudden current changes, inter-harmonics, etc. To avoid these effects for improving the quality of measurements, this work proposes a new method of real-time filter for removing the unwanted DC offset and hence improving SDFT algorithm. To validate the present method, the performance of developed PMU is tested using the data generated by Simulink/MATLAB simulator. The obtained simulation results are very encouraging.

Abstract: This paper describes the performance measurement system of the active steering railway vehicle with the scaled test bed using the acquisition telemetry system about the wheel lateral force. Active steering system of railway vehicles has proven its ability to bridge the gap between stability and curve friendliness. This scaled test-bed system consists of two steering actuators, a steering controller, and various sensor systems to detect lateral displacement, vibration, track curvature, and sensor systems. To compare with the various control strategies, we installed the telemetry systems on the steering wheelsets to detect the wheel/rail lateral force. Running test results of 1/5 scaled active steering vehicle on the curved track show that the proposed measuring system has good performance.

Abstract: This paper deals with the frequency analysis of the abnormal vibration in the specific speed range when the tread brake test is applied in the brake dynamometer. Generally brake system of railway vehicles has a crucial role for the safety as well as riding quality of passengers. And dynamometer tests are widely used to evaluate the friction and wear performance of railroad friction composition brake shoes including the emergence brake, continuous brake, and so on. Experiments on the brake dynamometer for the high speed train are provided to illustrate the frequency analysis of the abnormal vibration in vehicle speed at 140 [km/h] and 70 [km/h] under the 920 [mm] wheel diameter using the 3-axis accelerometers.

Abstract: Site characterization on geological and geotechnical conditions was performed for evaluating the earthquake ground motions associated with seismic site effects at a small urbanized area, Hongseong, in Korea, where structural damages were recorded by an earthquake of magnitude 5.0 on October 7, 1978 and severe damages were also recorded in many historical documents. In the field, various geotechnical site investigations composed of borehole drillings and seismic tests for determining shear wave velocity profile were carried out at 16 sites. Based on the geotechnical data from site investigation and additional collection in and near Hongseong, an expert information system on geotechnical information was implemented with the spatial framework of GIS for regional geotechnical characterization over an entire area of interest. For practical application of the GIS-based geotechnical information system to assess the earthquake motions in a small urban area, spatial seismic!
zoning maps on geotechnical parameters, such as the bedrock depth and the site period (TG), were created over the entire administrative urban area of Hongseong, and the spatial distributions of seismic vulnerability potentials were intuitively examined. Seismic zonation was also performed to determine site coefficients for seismic design by adopting a site classification system based on TG. A case study of seismic zonation in the Hongseong area verified that the site investigation based GIS was very useful for regional prediction of site effects related to seismic response characteristics in a small urbanized inland area.

Abstract: Groups where the discrete logarithm problem (DLP) is believed to be intractable have proved to be inestimable building blocks for cryptographic applications. They are at the heart of numerous protocols such as key agreements, public-key cryptosystems, digital signatures, identification schemes, publicly verifiable secret sharings, hash functions and bit commitments. The search for new groups with intractable DLP is therefore of great importance. The goal of this article is to study elliptic curves over the ring Fq[e], with Fq a finite field of order q and with the relation en = 0, n 3. The motivation for this work came from the observation that several practical discrete logarithm-based cryptosystems, such as ElGamal, the Elliptic Curve Cryptosystems . In a first time, we describe these curves defined over a ring. Then, we study the algorithmic properties by proposing effective implementations for representing the elements and the group law. Abstract: In this paper, we propose a numerical method for study phononic and photonic crystal problems. The proposed method is based on topological optimization tools. In fact, after modeling crystal photonic and phononic problems, we use topological optimization tools in order to get optimal design. Here the optimal design is the one in which all frequencies near the reference frequency corresponding to the reference wave length $a$ can pass.

Abstract: the artificial neural network training algorithm is implemented in MATLAB language. This implementation is focused on the network parameters in order to get the optimal architecture of the network that means (the optimal neural network is the network that can reach the goals in minimum number of training iterations and minimum time of training). Many examples were tested and it was shown that using one hidden layer with number of neuron equal to the square of the number of inputs will lead to optimal neural network by mean of reducing the number of training stages (number of training iterations) and thus the processing time needed to train the network.

Abstract: This paper describes a novel data acquisition system designed and implemented with facilities for measuring and monitoring the characteristics of a PV solar cell, module and/or system. The functioning of the equipment is based on the so-called virtual instrumentation. This is a non-conventional concept, however it does not have the many limitations in other systems. Additionally, the whole equipment can be implemented at significantly lower cost than the commercial one. The dark characteristics test facility, based on LabVIEW software to design an easy handling Graphical User Interface (GUI) and use a single chip microcontroller with a serial interface. The system is used to acquire the measured data from the cell under test and transfer it to a supervisory computer for monitoring and other signal processing. The preliminary test we have made indicates that the equipment we propose here is highly reliable, which allows measuring and monitoring variety of solar cell!
characteristics with a good accuracy.

Abstract: The numbers of technical challenges are faced by the high-performance wireless networks because of its new optimal designs. These include regulatory limits on usable radio frequency spectrum and a complex time-varying propagation environment affected by fading and multipath. For the purpose of meeting the growing demands for higher data rates with good quality of service (QOS) with vey less drop connections, the efficient techniques with the improvement in both spectral efficiency and link reliability are called for. This can be attained by usage of multiple antennae in receiver and transmitting end. This helps in increasing the signal to noise ratio (SNR). In this paper, Space-Time coding (STC) is employed in MIMO signaling scheme which helps in providing better knowledge at the receiver and no knowledge at the transmitter. STC codes used in this paper are Space-time trellis codes, Linear space-time block codes and Space-Time Differential Coding. The performance o!
f the STC code is improved by the new Space-time trellis codes proposed in this paper. When the frame error probability is evaluated, the proposed system shows lesser error probability when compared to the previous STC codes.

Abstract: Non-delay real parameter stability and stabilization for a quasipolynomial of a retarded structure is studied in this contribution. In the sense of this paper, quasipolynomials are considered to be over real coefficients and in only one variable. Unlike some other methods and analyses, a non-delay real parameter is being to set in a quasipolynomial with two independent delay terms. Retarded quasipolynomial stability is given by the requirement that all its roots (of an infinite spectrum) are located in the open left-half complex plane. The proposed stabilization methodology is based on the argument principle, i.e. on the Mikhaylov stability criterion. This problem has many applications especially in the control theory since such a quasipolynomial can characterize the dynamics of a closed-loop system with delays. In the presented paper, we introduce two problems connected with stabilization and control of time delay systems. The first one deals with a coprime factor!
ization for algebraic controller design, the second one propose stabilization of an anisochronic model of a high order system. Stability features and application problems are accompanied with simulation examples in the Matlab-Simulink environment.

Abstract: The conventional decoupling control in the variable-speed doubly fed wind turbines has little support to the system frequency. The characteristics of doubly fed induction generator (DFIG) wind turbines and conventional plant are compared. The contributions of DFIG to system inertial response and frequency regulation are investigated. The influence of auxiliary loop parameters on the inertial response is illustrated. The paper also introduces a novel algorithm to enhance the participation of DFIG in existing frequency regulation mechanisms. The proposed approach takes advantage of the fast response capability associated with DFIG. The control system consists of four functional modules, i.e. frequency control, rotational speed delay recovery, speed protection and coordination control with conventional generators. Simulation results show that the control strategy has a fast response speed to the transient frequency error. It proves that wind farms can participate in t!
he system frequency regulation to a certain extent.

Abstract: If the fuzzy density function is no more a non-negative valued function, then signed fuzzy measures are needed, in this paper, a generalization of the extensional signed Rho-measure, called generalized signed Rho-measure, is proposed, this new signed fuzzy measure is an generalization of not only signed Rho-measure but also extensional signed Rho-measure and signed addition measure. For evaluating the Choquet integral regression models with our proposed signed fuzzy measure and other different ones, a real data experiment by using a 5-fold cross-validation root mean square error (RMSE) is conducted. The performances of Choquet integral regression models with signed fuzzy measure based on P-measure, -measure, signed £l-measure, extensional signed£l-measure and generalized signed £l-measure, a ridge regression model, and a multiple linear regression model are compared. Experimental result shows that the Choquet integral regression models with respect to generaliz!

Abstract: This paper presents results analysis for two models of UiTM Blended Wing Body (BWB) UAV tested in UiTM Low Speed Wind Tunnel. The first model is known as the BWB Baseline-I and the new model known as BWB Baseline-II. The Baseline-II has a simpler planform, broader-chord wing and slimmer body compared to its predecessor while maintaining wingspan. The wind-tunnel experiments were executed at around 0.1 Mach number or about 35m/s with 1/6 scaled down model. Baseline-I is designed with centre elevator while Baseline-II uses canard for pitching motion purpose. The experiments were carried out at various elevator and canard deflection angles. The lift coefficient, drag coefficient, pitching moment coefficient, L/D ratio and drag polar curves were plotted to show the performance of aircraft at various angle of attack. For zero elevator and canard deflection the results show similar trends in terms of lift curve, drag curve and pitching moment curves for both aircrafts.

Abstract: The fourth-generation (4G) mobile system is an integration of the other wireless systems of 2G, 3G, WiMax, and LTE. This mobile system provides higher data rate and requires a radio access network to provide high data rates. This paper introduces a proposed radio access network using radio over fiber with a new topology for 4G mobile system. Results obtained validate the fiber parameters effect on the data rate. Optimized fiber parameters used to obtain higher data rate are calculated, and some conclusions for the proposed topology are proposed.

Abstract: Abstract: - This paper focuses on the study and design of a simple MOS generator circuit which provides the first derivative of the Gaussian pulse from input rectangular signal. To generate wavelets required in an ultra-wideband (UWB) impulse radio, the first derivative of the Gaussian function is approximated by combining four hyperbolic tangent (tanh) functions. Afterwards, four differential pairs are used. The output generator circuit is ultra short monocycle pulses of about 244 ps width alternately in phase and in opposition of phase. The generated width pulse can be adjusted by changing the rise and fall time of the input signal. Simulations show that a good approximation of this waveform is possible while using integrated coefficients. A MOS transistor circuit implementation is presented and its simulation results are shown. Comparisons between theoretical and simulation tests are detailed in order to validate the design and the good functioning of the comple!
te structure. . Furthermore, the 2.5 V voltages supply, relative to the chosen MOS 0.35µm technologies (AMS foundry), allows the reduction of the system power consumption.

Abstract: In this paper is presented a modern approach for developing and implementing resettlement strategy in mining areas in Kosovo using Geographic Information System. The main aim of such Geographic Information System is to digitally represent various geographical collected data linked to location. The geological map of Kosovo was analogous until year 2000. The lack of a modern information system about miming and settlement areas was deemed as one of the obstacles or difficulties faced by investment decision-makers. The property issues are considered to be directly related with expropriation. Properties registered in the register of rights over immovable property may not be deregistered for any purpose except for public needs. The developed information system will support the calculation of social impacts on the settlements in mining areas and will provide data visualization that will help when creating perceptions regarding mineral source utilization. The full local de!
velopment benefits of mining can only effectively be realized if local settlement members support and understand mining activities. The most affected area is Kosovo coal basin, which has a surface about 270 km2 and about 44.021 inhabitants with many public, cult, business and industrial buildings. The final graphical and textual data is prepared in shape file stored in data base, which offers the possibility of usage by many geographic information systems.
