Abstract: Due to the uncertain characteristics of the wind production£¬ the general way of the reserve management for wind integration is to provide additional reserve margin by conventional plants. Such a strategy could not only increase the operating cost but also impose additional unit stress during the frequency event. This paper presents a new strategy that takes advantage of the fast response capability of Variable Speed Wind Turbines (VSWT) £¬to actively provide primary reserve for frequency control. This control strategy deloads a wind turbine to ensure a primary power reserve even for a large range of wind speeds. At low wind speed£¬it could be profitable to operate the wind turbine as a flywheel by setting a high rotor speed set point, allowing the kinetic energy stored in rotational masses to be released in order to provide tempary short active power support. At middle wind speed£¬the active power reserve can be obtained through the modification of the rotor speed!
set point. At high speed£¬an active power reserve can be obtained through the pitch control. At last£¬The simulation experiments indicate the regularity of the power reserve and the ability to contribute to frequency control.
