Abstract: In risk management for software projects, risk factor identification is an important and yet difficult task. It would seem that contemporary risk identification methods, in essence, are concerned with collection and processing of information. We observe that there is normally an informational relationship between risk factors, and therefore, it is plausible to think that risk identification involves the concept of 'information content', which captures and formalizes the intuitive idea that one factor carries information about another. This point seems being overlooked thus far. We propose an approach that is based upon reasoning about information content of risk factors for identifying essential factors whereby to facilitate risk evaluation.
