Abstract: Abstract: - Professional Construction Management (PCM) is a burgeoning service profession for public construction in Taiwan. But in fact, in present condition, no matter how good or bad the service performance is, the PCM consultant still charges a fee in accordance with the project progress. It is very hard to quantify the achievement and mete out a proper judgment for the PCM service performance, especially in the design stage that most affects the overall project achievement. To deal with the above problem, this study investigates owner opinions and thereby establishes the representative performance indicators of PCM design service. Then it successfully combines the Fuzzy theory and the Data Envelopment Analysis (DEA) method, so as to construct a fuzzy effectiveness analysis approach to evaluating PCM service performance in the design stage. The approach can offer a listed rank and class of design service performance in construction projects, and further provide!
s a simple appraisal table, so that the owner can quickly and effectively evaluate the PCM design service performance. Finally, through the case studies, this approach is verified to be reasonable and acceptable in practice. It can be an effective tool to measure the PCM design service performance and can help owners to evaluate and choose PCM consultants in the design stage.
