Abstract: In this work a finite volume method without upwinding matrix is extended to hyperbolic system of balance laws. Firstly the numerical scheme is introduced to approximate systems of conservations laws. Then, the scheme is written in viscous form that suggests to add a diffusive term to the numerical discretization of the source term in order to balance the discretization of the flux gradient and of the source term for the stationary solutions. The sceme is applied to Shallow Equations and the exact well-balanced property is established for the stationary solution of water at rest. Some numerical tests are presented that exhibit the performances of the scheme.
