Abstract: In accordance with accepted package of Energy laws in 2001 and their harmonization with Directive 2003/54/EC in 2004 beginning the process of opening and liberalization of electric power sector in the Republic of Croatia. The Energy law stipulates the following activities of the power sector generation of electricity (apart from electricity generation for eligible customers): transmission of electricity, distribution of electricity, retail supply of electricity (apart from retail supply of electricity for customers free to chose the supplier) as well as organization of the electricity market. This article gives an overview of ancillary services and describes ways to measure, estimate and allocate costs for some ancillary services. Also, there is a description of the current situations in some countries in southeast Europe.
