Abstract: In this study we provide an approach to the scholar evaluation problem by taking into account both social and citation analysis factors that affect the status of a research in a particular research area. To achieve this objective we introduce the concept of the ideal global bibliometric indiciator (IGBI). We define the ideal global bibliometric indicator as a point of reference consisting of a set of factors such as the impact factor of the journal and the significant relation of the journal to the scientific area considered for the evaluation
