Abstract: Insuring Contractor¡¦s All Risk (CAR) is the major method of managing construction risks for Construction industry. However, it results in many practical application difficulties and unreasonable decisions of premium, since insurance companies underwrites for evaluation of CAR toward actuary¡¦s subject judgment in Taiwan nowadays. To deal with this problem, the study established risk-evaluation indices for underwriters based on the characters of evaluation of risk in underwriting for CAR Insurance in Taiwan. These indices can be used as references for determining premium, underwriting presupposes and whether to underwrite projects. In the study, we adopted the Analytic Hierarchy Process and inquired experts who undertake underwriting from fifteen major property insurance companies in Taiwan, and then constructed the risk-evaluation indices and relative weights of building, highway, bridge, tunnel, marine, and hydraulic projects which can be applied to evaluate und!
erwriting of each major type of construction projects. The risk-evaluation indices provided by this study are capable of reflecting actuary¡¦s experience, and assist actuaries who can consider various evaluating factors to finish evaluation of risk when undertake underwriting. It also makes constructors understand effects of decisions of underwriting for measuring factors and manage.
